As a General Attorney, GS-905-11/12, you will:
•    Serve as an information resource for managers and staff within OCR and provide legal and policy advice to the Director of the OPEN Center, Principal Deputy Assistant Secretary, and Assistant Secretary.
•    Ensure technical assistance activities are conducted in accordance with the laws and regulations enforced by OCR, case law, and the Assistant Secretary's directives, regulations, and policies.
•    Draft and review varied documents and instruments, including regular office notices, letters and agreements.
•    Provide formal and informal recommendations to stakeholders, recipient institutions, and the public.
•    Assess and update existing presentations and develop new presentations; directly present assistance to institutions and the public and respond appropriately and timely to institutions’ requests for customized assistance (i.e., writing, researching, coordinating, and producing public materials such as fact sheets, Webinars and Question & Answer (Q&A) documents; presenting at national conferences, designing presentations for other OCR staff to use across the country at conferences and other events).

Duties above mentioned are at GS-11 level.  GS-12 performs with less supervision and more complexity.

Qualifications

Minimum Qualifications Requirements.

A. Has obtained the first professional law degree or training which is permitted in some states in lieu of attendance at the law school AND

B. Is an active member in good standing in the Bar of a State, Territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico. 

You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11
One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing all three (3) of the following duties or work assignments:

1. Experience analyzing and resolving legal problems which have an absence of readily available precedent and concern.
2. Experience developing presentations (using Webinars, fact sheets, Q&A documents, etc.).
3. Experience providing oral and written communications.

OR

  1. One year of professional legal experience; OR
  2. Second professional law degree (LL.M.) which requires one full year of graduate study; OR
  3. The applicant’s record shows superior law student work or activities


Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing all three (3) of the following duties or work assignments:

1.  Experience analyzing and resolving legal problems which have an absence of readily available precedent and concern.
2.  Experience analyzing difficult and extremely complex concepts which require advanced expertise in legal research and analysis.
3.  Experience developing presentations using Webinars, fact sheets, Q&A documents, etc.

Essential/Non-Essential: This position is considered non-essential for purposes of reporting to work during federal government closures.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. We may also share selection certificates amongst program offices across the agency.
