Summary

The position is organizationally aligned under the general direction of the Project Section Supervisory General Engineer, Engineering Service at Central Arkansas Veterans Health Care System (CAVHS). The incumbent is charged with work responsibilities at multiple different Community Based Outpatient Clinics located across the state, he/she participates in the development and evaluation of the short and long-range programs necessary to accomplish the facilities program of the medical center.

Help

Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre-bid conferences to orient and inform bidders as to features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants. Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.

  • Obtains and maintain necessary Contracting Officer Representative (COR) training and credentials.Prepares progress reports and computation sheets from bid breakdown.
  • Furnishes all reports and data required for transfer upon completion of construction, and updates space file and drawing of record with as-built information.
  • Confers with co-workers on problems of control, administration, and safety and makes decisions to address specific problems. Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency and suitability of materials and equipment.
  • Uses judgment and initiative reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability.
  • Assists engineer and/or project manager with preparing modification documents which involve design changes differing site conditions.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Construction Control Representative, 0809 Occupational Series, you must possess:

  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to the Individual Occupational Requirements (IOR) the experience and/or education below must be met:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: on-site inspection of construction or monitoring and control of construction operations; practical knowledge of engineering methods and techniques; knowledge of construction practices, methods, techniques, costs, materials, and equipment; and ability to read and interpret engineering and architectural plans and specifications..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities: recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment: and/or regular visits to construction, industrial, marine, or other outdoor sites, Duties will require climbing of ladders, working on scaffolds, performing
inspections in tiring and uncomfortable positions.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
