At the entry level of this position, you will:

  • Provide guidance and advice for state, territory, tribal and national water quality monitoring and assessment programs under the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). 
  • Responsible for undertaking data analysis to support CWA/SDWA programs and coordinating with others to facilitate data analysis and expand use of the data for research.
  • Provide oral and written briefings to management and stakeholders on issues related to NARS and other monitoring and assessment topics. Collaborate with the NARS Team Lead and across resource surveys to assist in developing and refining a common vision for long-term sustainability of the surveys. 


When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.  All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience applying the principles of aquatic biology or aquatic ecology to conduct research in support of watershed-scale studies on one or more of the following: freshwater stream, river, lake, or wetland ecosystems; experience in the implementation of large scale environmental statistical survey programs; assisting with tasks such as training, logistics, QA/QC (biological, ecological and/or other data), and reporting.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Skill in conducting national aquatic resource surveys to measure and evaluate the condition of the nation’s streams, rivers, lakes, coastal waters, and wetlands.
  • Skill in developing technical reports related to biological, ecological characteristics of aquatic resources.
  • Knowledge of data analysis and data analysis software.
  • Skill in management and analysis of large data sets to interpret impact of national policies and regulations.
  • Ability to effectively communicate orally.
  • Ability to effectively communicate in writing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in:

0401 - General Natural Resources Management and Biological Sciences Series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

0408 - Ecology Series: 

Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA.  Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

Position has portable work and selectee may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.
