In response to COVID-19, the incumbent will serve as a Temporary Financial Analyst in the Federal Student Aid, Partner Eligibility and Oversight Services Directorate, School Eligibility and Oversight Services Group. The School Eligibility and Oversight Services Group (SEOSG) is responsible for the oversight services of eligible postsecondary Title IV schools and their servicers. This includes determining institutional and program eligibility, resolving and analyzing an institution's compliance audits and financial statements, conducting program reviews of institutional Title IV compliance, and management of un institution's method of payment. Each division within the Group has responsibility for the oversight of specific institutions assigned to it. Institutions are generally assigned to a division based on the location of an institution's main campus or its unique ownership structure. Each division may be responsible for some or all of the oversight responsibilities under the purview of the SEOSG. The incumbent may be assigned to any Division within the Group.

As a Financial Analyst, you will perform the following duties:

  • Analyze financial statements submitted by the institution or their parent to determine the participation of newly eligible institutions, the continued participation of institutions previously approved or, the termination of previously approved participating institutions.
  • Initiate correspondence to explain policies, request additional information, or request clarification of submitted material.
  • Review eligible institutions and documents the review, findings, final determination in various internal computer systems for the continued eligibility of institutions.
  • Run reports of various types for analysis and to determine trends.

Qualifications

Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, for the GS-12 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience must include performing at least two (2) of the following three (3) duties or assignments:

  1. Has experience with multiple database systems in gathering, analyzing, and evaluating technical financial statement information in order to perform ratio analysis and prepare financial analysis worksheets and reports to substantiate and document compliance with  financial analysis regulations.
  2. Advanced experience writing clear and concise financial correspondence and reports.
  3. Acquired and has demonstrated general knowledge of financial principles, theories, concepts and practices that are applicable to financial analysis in determining the of financial stability of a business entity.  Possesses experience working with accrual and fund accounting statements of public, private, and proprietary educational institutions.

For the GS-13 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. More specifically, specialized experience must include performing at least two (2) of the following three (3) duties or assignments:

  1. Acquired and has demonstrated a comprehensive knowledge of financial principles, theories, concepts and practices that are applicable to financial analysis in determining the of financial stability of a business entity.
  2. Has comprehensive experience with multiple database systems in gathering, analyzing, and evaluating technical financial statement information in order to perform ratio analysis and prepare financial analysis worksheets and reports to substantiate and document compliance with complex institution financial analysis regulations.
  3. Possess advanced experience with writing and explaining technical or complex financial information to a variety of individuals.

  1. Knowledge of generally accepted accounting standards, financial principals, theories, concepts and practices applicable to financial analysis.
  2. Skilled in Oral and written communication skills which allow the analyst to explain policies, to explain decisions, to request additional information, and to request clarification of submitted material.
  3. Skilled in the utilization of personal and networked computers.

2. Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Your application may be referred to a subject matter expert or panel of subject matter experts for further evaluation.

Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.

Veterans’ Preference: Qualified veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified.
