Duties

Help

  1. Implement and manage the continuous evaluations of USTDA programs to assess the outcomes and impacts of the agency's investments. Oversee the services provided by Outside Evaluation Contractors, including reviewing work product and ensuring compliance with contract terms. Calculate key project performance metrics, ensuring that metrics are reported accurately and consistently to uphold accountability and transparency with external stakeholders. Utilize the data and evidence from these evaluations, and provide significant input into agency regional program funding decisions, agency strategic planning, and agency reporting to internal and external audiences.
  2. Maintain the agency evaluation and performance data using databases, files and records, ensuring they are accurate and up-to-date. Oversee data aggregation and analysis, ensuring the accuracy, completeness and timeliness of data capture, storage, analysis and visualization. Develop and utilize complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions. Prepare reports, papers and memos analyzing empirical results of projects, ensuring information reported is accurate and complete.
  3. Provide guidance and data analysis to support the monitoring of programs to ensure USTDA's funding is delivered effectively. Review documents produced during the program and project life-cycle and ensure USTDA's files and records are complete with regard to federal record-keeping guidance.
  4. Communicate frequently with U.S. businesses, U.S. government agencies and foreign entities on behalf of the agency to collect key data and information regarding USTDA's results. Work collaboratively with USTDA Program staff, Office of the General Counsel, and other departments to collect and convey evaluation findings. Maintains relationships with USTDA's Regional Teams to inform them of significant developments on projects and makes recommendations to improve their chances of success on any new activities that USTDA may consider funding.

Qualifications

Demonstrated experience conducting quantitative and qualitative program evaluations for international infrastructure programs.

Applicants must meet all the required qualification requirements and the SPF described by the closing date of this announcement. Education may only be substituted for specialized experience at some grade levels in accordance with the Office of Personnel Management's Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited toward qualifications.

Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.

GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Education may be substituted for specialized experience at this level. Refer to the Education section of this announcement.

Specialized experience at the GS-09 level for this position includes, but is not limited to: experience evaluating U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and validating data; and working collaboratively and effectively with stakeholders in order to obtain input and information.

GS-11 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Education may be substituted for specialized experience at this level. Refer to the Education section of this announcement.

Specialized experience at the GS-11 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and experience with being responsible for maintaining the completeness and integrity of data; working collaboratively and effectively with stakeholders in order to obtain input and information; and experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence.

GS-12 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Education MAY NOT be substituted for specialized experience at this level.

Specialized experience at the GS-12 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and experience with being responsible for maintaining the completeness and integrity of agency data; working collaboratively and effectively with stakeholders in order to obtain input and information; experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence; experience applying theoretical frameworks, federal guidance and regulations, or principles of rigorous inquiry to real-life environments related to foreign assistance and economic development programs; and experience in an advisory role, leading and influencing others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

  • A masters degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related in one of the following fields; marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, international relations, or a closely related field. This education was obtained at an accredited business, secretarial or technical school, junior college or university, OR
  • A combination of experience as described under Qualifications and education as described above, where the total percentage is equal to 100%. For example, 6 months of experience (50%) plus 1 full year of graduate education (50%) equals 100%.

GS-11 education substitution:
  • A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related in one of the following fields; marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, international relations, or a closely related field. This education was obtained at an accredited business, secretarial or technical school, junior college or university, OR
  • A combination of experience as described under Qualifications and education as described above, where the total percentage is equal to 100%. For example, 6 months of experience (50%) plus 2.5 years of progressively higher graduate education, with at least 6 months beyond the level of a masters degree (50%) equals 100%.

Additional information

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

If selected, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450).
