Duties

Help
  • Applies and correlates the basic valuation approaches and modifies and adapts standard appraisal techniques to estimate property values.
  • Determines the value of intangible rights and considers complicating properties and adjusts data to make defensible value estimates.
  • Evaluates impact of new or modified appraisal, real estate, tax, and agricultural legislation on current and projected appraisal standards.
  • Reviews appraisal reports prepared by contracted appraisers.
  • Insures that appraisals work performed is complete, adheres to applicable policies and standards, and that sound conclusions are made.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 08/31/2020 including time-in-grade restrictions, specialized experience and/or education, as defined.

SELECTIVE PLACEMENT FACTOR: A current General Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). Must provide a copy of your current certificate with your application in order to be considered.

For the GS-09 level: Two full years of progressively higher level graduate education leading to such a degree; or master's or equivalent graduate degree; or LL.B. or J.D., if related, from an accredited college or university
or
At least one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service, that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Experience must demonstrate knowledge in commonly applied appraisal practices, principles, and methodologies.

For the GS-11 level: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related, from an accredited college or university
or
At least one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service, that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Experience must demonstrate knowledge in appraisal concepts, principles and methodologies to develop and coordinate appraisal functions and processes.

For the GS-12 level: At least one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service, that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Experience must demonstrate knowledge in applying a wide range of appraisal concepts, principles, practices and techniques in order to determine market value of real and chattel property which have complex characteristics and complicated valuation problems.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
