Duties

Help

  • Performs all timekeeping functions utilizing the VATAS system.
  • Prepares special reports required for management control, payroll reconciliation, and budgeting purposes.
  • Provides timekeeper/supervisor training through one-on-one training sessions to supervisors and managers.
  • Manages time card corrections accurately and timely and assists supervisors in correcting time card errors.
  • Performs all timekeeping functions related to paid enhancement, such as overtime, compensatory time, unscheduled nursing hours.
  • Covers a wide variety of different types of appointments and employment situations under various pay systems (Title 5, Title 38, 72/80 alternative work schedules, compressed work schedules, part-time, full-time, and intermittent).
  • Computes and corrects any irregularities and/or provides specific guidance for corrective actions when returning action to input source.
  • Provides customer service in person or by telephone, and completes correspondence (answers written inquires, prepares letters to obtain missing information, etc)
  • Listening and responding to all interactions in an appropriate, helpful and professional manner.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience conducting progressively responsible assignments equivalent to the GS-4 level which has equipped me with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience would include performing timekeeping functions, preparing timesheets and reports for management or supervisors as requested, assisting staff and management with inputting time and attendance records, providing customer service support via in person or by telephone, completing correspondences such as answering written inquiries, preparing letters and obtaining missing information, etc.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e. that is beyond second year) that is creditable toward meeting the specialized experience requirement. Example: One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

You will be rated on the following Competencies for this position:
  • Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
  • Clerical - Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms.
  • Customer Service - Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.
  • Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with intermittent light lifting or carrying of 15 lbs or less, reaching, pulling, sitting, bending, as well as carrying files and office supplies. Significant work with computers for long periods of time is required. Walking frequently to patient care areas is required for obtaining time sheets, meeting with staff and supervisors for training as well as time and attendance issues, and assisting the Unit Manager with Vatas approvals and clearing time card exceptions.
