Summary

The incumbent serves as the Branch Chief of the Cost Analysis and Pre-Award Branch (CAP)Pre-Award Analysis Branch in the Division of Institution and Award Support (DIAS). CAP responsibilities fall into four categories: (1) new performer reviews; (2) Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) financial capability reviews; (3) proposal budget reviews; and (4) establishment of indirect cost rates.

Duties

Help

  • Directs and leads Branch activities. Oversees staff responsible for assessing whether organizations recommended for funding possess the financial, management, and administrative capabilities to carry out the terms of contemplated awards.
    • Oversees analysis of direct costs proposed on grants, contracts or cooperative agreements to assist in determining the allowability, allocability and reasonableness of proposed costs in accordance with the applicable Federal cost principles, and of indirect cost proposals together with supporting financial statements and detailed cost data submitted to NSF by universities, non-profit organizations and commercial firms.
    • Develops and maintains standing operating guidance and procedures used by Branch cost analysts in the conduct of their analyses.
    • Assesses operating results for the Branch and works with the Deputy Division Director to develop near- and long-term plans to manage and prioritize the use of Branch resources. Oversees maintenance of various document repositories and a workflow tracking database, and reports on status of activities.
  • Coordinates with the DIAS Senior Advisor Staff Associate for Oversight to strengthen oversight of financial assistance awards, strengthen the skill set of cost analysts, and ensure appropriate workload distribution for the Division’s cost analysts.
  • Serves as Grants and Agreement Officer to commit the agency in resolving such matters related to cost recoveries specific to indirect cost rate negotiations.
  • Provides advice and guidance to NSF leadership, NSF awarding divisions, and program staff on Federal cost principles affecting NSF awards and risks associated with awards recommended for funding. Advises on the soundness of NSF business, financial, management and administrative policies and practices. Oversees resolution of precedent-setting cost issues that have significant impact on the attainment of goals established by NSF programs.
  • Provides advice and guidance to prospective new awardees on cost, administrative, and audit principles (OMB Uniform Guidance and FAR 31.2) affecting NSF proposals; implementing adequate financial and accounting systems for federal awards; and negotiation of indirect cost rates for use on federal awards.
  • Principal NSF representative on committees and working groups within the agency and with other Federal agencies on pre-award oversight. Responsible for institutional and organizational liaison assignments; maintains appropriate relations; deals with issues of mutual interest with senior management officials of a large number of educational, non-profit, commercial and governmental organizations with which the agency does business.  
  • Performs special assignments related to pre-award oversight. Evaluates data, develops plans, and presents solutions to BFA and Division leadership for which there are no established solutions. Takes initiative to bring to the attention of the Division Director and Deputy Division Director issues which require attention or direction and recommends solutions.
  • Responsible for Branch personnel management including participation in the selection of staff, reviewing and approving personnel actions, identifying need for skills, ensuring training needs are determined and met, reviewing proposed career plans for staff, maintaining an effective performance appraisal program, promoting employee morale, resolving employee relations problems, and ensuring proper planning of leave.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-15 grade level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal Service.  Examples of specialized experience involve: providing research administration & business assistance to a variety of awardees; determining the financial conditions & adequacy of accounting systems of organizations recommended for funding; assisting awardees in implementing adequate financial, accounting & compliance systems for Federal awards; & reviewing, analyzing, & resolving audit findings.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
