Summary

The incumbent serves as a Materials Specialist for the AMS National Organic Program (NOP). Incumbent is based in the Standards Division but serves all NOP Divisions by offering materials expertise to support complaint investigations, policy development, and the interpretation of laboratory results to support compliance decision-making. Materials expertise involves specialized knowledge of pesticides, soil amendments, livestock medications and feed additives, and food processing additives.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Applies knowledge of organic agricultural production and handling practices to provide materials-related subject matter expertise to all parts of NOP. Examples of duties at the full performance level include but are not limited to:
  • Evaluating sampling and testing methods and laboratory results to advise on whether detected residues exceed regulatory limits and providing analyses to support related compliance investigations.
  • Developing guidelines on materials-related issues, such as methods for assessing interpreting laboratory results, identifying target analytes for testing, and responding to residue results, and classifying materials as natural or synthetic.
  • Reviewing material-related decisions made by third-party organic certifiers and developing materials-related training for certifiers based on lessons learned.
  • Communicating with laboratories and collaborating with other USDA and agency programs on sampling and testing approaches, and residue-testing related projects.
  • Researching, writing and revising instructions, guidance documents, and policy memos on materials.
  • Reviewing and contributing written content for amendments to the USDA organic regulations.
  • Collecting, analyzing and presenting technical information from across NOP Divisions to inform NOP policy decisions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates:

  • Evaluating substances (materials) and/or agricultural inputs for organic agricultural production, specifically including pesticides, soil amendments, livestock medications and feed additives, and/or food processing ingredients and additives.
  • Evaluating the use of agricultural substances (materials) to assess compliance with the Organic Foods Production Act of 1990 and the USDA organic regulations.
  • Conducting background research and analysis for policy issues related to agricultural production or food handling/processing.
  • Designing sampling and testing protocols and evaluating laboratory results to assess reported levels against legally established thresholds.
  • Communicating with laboratory managers to determine sampling and testing method requirements and laboratory capabilities.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • This is a remote position eligible for telework.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
