Duties

Help

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, International Operations Directorate, International Organizations and Agreements Division, located in Brussels, Belgium.

The incumbent serves as an International Advisor and subject matter expert on CBP's international trade policies and procedures, and provides technical advice to foreign and domestic government officials and agencies. Effectively communicates CBP policies and procedures with foreign government representatives and officials regarding a variety of border security and trade operations.
This position starts at a salary of $92,977.00 (GS-14, Step 1) to $120,868.00 (GS-14, Step 10) with promotion potential to $ (120,868.00GS-14 Step 10).

Duties include, but are not limited to:

  • Serving as a CBP Advisor to the World Customs Organization (WCO) for development and implementation of major programs and initiatives relating to supply chain security, harmonization of border operations and customs trade facilitation activities;
  • Providing strategic guidance and program management skills and functions in the development, promulgation and implementation of WCO global standards and best practices;
  • Supporting the U.S. Mission to the European Union by serving as a CBP liaison between the U.S. and host organization officials and representing the U.S. in widely diverse environments on major programs and initiatives;
  • Interacting with business leaders, foreign officials, high-level government representatives and policy makers, senior law enforcement officials, financial donor organizations, intergovernmental organizations and nongovernmental organizations, consumer groups, and public and private sector counterparts; and
  • Serving as an advisor on a wide range of import and export processes and procedures through extensive knowledge, skills, and experiences in CBP border operations, along with contributing to knowledge base and effectiveness of the WCO and other engaged organizations.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Participating in planning and organizing CBP activities such as the development and correlation of information pertaining to the detection and prevention of smuggling contraband merchandise, narcotics, terrorists, and illegal aliens;
  • Detecting and preventing fraud in the invoicing and documenting of all types of merchandise imported into the U.S.;
  • Providing assistance in alleged or suspected criminal offenses against the laws of the United States that are enforced by CBP; and
  • Conducting inquiries made on behalf of other departments and agencies of the nation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/26/2020.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Language Requirement: Language training may be required for this position. Training will be provided at a Foreign Service
Institute or an approved foreign language training facility in the United States or abroad.

Temporary Position: This assignment is being filled on a temporary basis not-to-exceed (NTE) two years with possible extension(s) for up to five year(s) in one year increments. Upon conclusion of the NTE assignment, you will be returned to your home office of record to your former position or to a different position of equivalent grade and pay as the one from which you were assigned, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771.

Retirement: This position is being filled on a not-to-exceed (NTE) temporary assignment, therefore in the event you become eligible for retirement and choose to retire, you will be returned to your home office of record prior to filing for retirement. You will not be eligible to retire while serving on a NTE assignment in INA.
