Summary

The incumbent serves as the Assistant Chief of the Business Office. The Business Office provides administrative support to all services of the medical center. He/She provides staff management consulting on all matters within the purview of Business Office programs. He/She ensures that the procedural, legal, and administrative requirements of the programs under their direct supervision are met.

Help

Duties include, but are no limited to:

  • Directs the program management for the Business Office areas under their jurisdiction including matters involving staffing and recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
  • Ensures that the Section Chiefs adhere to reporting requirements at all levels.
  • Develops status reports or response materials for the Business Office Director's review as required for reply to higher level management's attention, review, or signature.
  • Provides input to the Business Office Director in regards to the budgeting contracting and financial management assigned sections of the Business Office.
  • As advisor to the Business Office Director, provides budget management for his/her sections and programs to ensure the success of the programs.
  • Exercises responsibility for recommendations for budget formulation, presentation, and execution of programs under his/her area of responsibility.
  • Maintains an awareness of the overall status of financial and personnel resources for his/her program areas in order to react to changing situations with timely recommendations to the Business Office Director.
  • Assists with managing procurement and contracting for the sections under his/her area of responsibility, when required to sustain program requirements.
  • Prepares draft contract proposals and agreements for the review of the Business Office Director assuring accurate budgetary, personnel, and administrative arrangements are included that meet program needs.
  • Actively participates in developing and implementing administrative management policies for the medical center telephone operators.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Experience assisting with directing the management of the program for the Business Office, performing or overseeing the full range of human resources and program requirements.
    • Experience providing program management and personnel administration of the Business Office.
    • Experience directing the development of personnel documentation and personnel actions for the assigned sections of the Business Office.
    • Experience with budget formulation, justification, and execution; financial management; and financial reporting.
    • Experience interacting and negotiating on adjustments or reprogramming in support of major program changes or requirements with other staff members of the medical center when assigned these duties.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. May require driving a government vehicle to conduct business.
