These positions are located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Policy Office, Law Enforcement Division. BJA's broad and complex criminal justice grant programs, which are nationwide in scope, provide funds, training and technical assistance (TTA) to state tribal and local criminal justice communities. The Policy Office provides national leadership in criminal justice grant programs, training, and technical assistance. The incumbents will serve as Policy Advisors in forensics, substance abuse, and/or related areas.
Serves as a technical expert in the administration of a wide variety of complex criminal justice strategies and programs and related grants, cooperative agreements and/or contracts related to criminal justice program areas. Negotiates technical aspects of law enforcement programs on the federal grants, contracts, cooperative agreements, and inter-agency agreements to ensure the greatest potential for success and impact of vital programs. Monitors overall performance of criminal justice grantees related to adherence to research-based principles, fidelity to a model, and success in implementation. Maintains contact with training and technical assistance providers and periodic contact with site-based grantees to stay current with their progress and implementation efforts, needs, and problems associated with criminal justice program delays.

Provides advice and guidance to resolve, implement, or manage program issues that involve major areas of uncertainty in approach or methodology in the assigned criminal justice program area. Makes recommendations related to criminal justice program planning and implementation in connection with prospective changes in functions in the specific program area.

Serves as a technical expert in the administration of a wide variety of complex criminal justice issues and strategies to inform the development and management of grants and/or cooperative agreements. Provides guidance and recommendations on criminal justice related initiatives. Develops and maintains effective relationships with national, state, tribal and local experts, administrators, high-level officials, policy makers, and planners in assigned areas. Serves as a BJA representative on interagency task forces focusing on criminal justice programs whose members may include high-level DOJ officials and other executive branch representatives.

Researches and prepares a variety of written materials related to administrative or program work, such as researching program trends and preparing correspondence, memoranda, white papers, or other documents relevant to program activities.

Qualifications



MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: experience with criminal justice grant programs to include the laws, regulations, rules, policies and procedures for the administration of Federal grants and cooperative agreements; experience formulating guidelines, implementing new developments and providiing policy interpretation for criminal justice grant programs; experience evaluating and monitoring criminal justice grants programs or cooperative ageements, or experience as a technical expert in criminal justice grants and/or cooperative agreements.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
Ability to communicate in writing.
Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal criminal justice grants and/or cooperative agreements, and awards specifically related to substance abuse programs, including prevention, response and treatment or forensics subject matter.
Ability to provide advice and guidance on criminal justice grant and cooperative agreement policies, Standard Operating Procedures, and guidelines specifically related to substance abuse programs, including prevention, response and treatment or forensics subject matter.
Knowledge of financial methods, procedures, and practices used in criminal justice grants and cooperative agreements specifically related to substance abuse programs, including prevention, response and treatment or forensics subject matter.
