Develop, monitor and oversee the digital collection program.
Plan, direct and coordinate the work of the digital collection staff, who work with scientists and researchers in their branches, labs or offices.
Provide technical guidance, leadership and administrative supervision and direction to staff.
Promote good public relations with NIH Library users, interpreting their information needs through various needs assessments, surveys, program evaluations, comments, suggestions, complaints, or recommendations.
Conduct periodic user needs assessments and program evaluations to assure that the data and digital collection services provided meet the needs of National Institutes of Health (NIH) and Health and Human Services (HHS) users.
Make recommendations for Division-wide policies, programs and services based on experience and knowledge of the biomedical research community.
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
Qualification Requirements: In order to qualify for a Librarian, GS-1410 position, you must have:
A. successfully completed at least 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree in any field;
OR
B. a total of at least 5 years of combined college-level education, training, and/or experience. This education, training, and/or experience must have provided you with a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above basic requirements, to qualify for a Supervisory Librarian position at the GS-14 level, you must have one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:identifying priorities by developing long-term, mid-term, and short-term goals and objectives for a Library organization; overseeing the development and management of projects, initiatives and products designed to meet the digital and collection needs of diverse users; making recommendations to Library policies, programs, and services based on extensive experience and knowledge of the research community and its information needs; developing and implementing digital and collection services for a research library; and providing leadership in the design, development, implementation, and on-going support of various Library systems.
