The SHCP branch is responsible for human capital program and policy development, strategic workforce planning, workforce reporting and analytics, human capital accountability, employee engagement, and human resources information technology for NSF.

Duties

Help

The incumbent serves as the project manager assigned to complete a wide range of data/systems projects for HRM.

Typical projects may include: 

  • Collaborates within the division and across the agency to develop and implement data and HR IT solutions.
  • Responsible for planning, directing, and monitoring the performance of ad hoc project teams consisting of NSF and contract personnel assigned to complete specific data/system/tool implementation projects which may relate to any of HRMs mission functions.
  • Responsible for all project phases from identification of requirements and development of solutions to development and execution of complex project plans.  
  • As an expert in project management and data management, the incumbent plans and leads surveys and analyses of system and tool requirements and directs project team in designing current system enhancements or in developing innovative solutions to ensure maximum effectiveness, efficiency, responsiveness, adaptability to future requirements, and compatibility with other NSF systems.
  • Directs a team consisting of contractors and NSF personnel in grades 5-14 assigned to specific data/systems projects.
  • Sets general priorities and goals for team members; establishes deadlines and ensures timely completion of work assignments; assigns work according to complexity of the work and capabilities of team members; and makes changes in work priorities and operations.
  • As an expert in data management, reporting, and analysis, the incumbent oversees the NSF workforce data portfolio. This includes management of internal and external systems used to gather, store, and report data on federal employees, IPAs, and members of other labor classes.
  • Collaborates with customers and stakeholders to provide meaningful data and analyses in a variety of quantitative and narrative formats. Integrates technology solutions to increase the effectiveness and efficiency of products and services. Represents HRM/NSF on internal and external stakeholder groups focused on data management and reporting, HRIT data systems and tools, and other related subject areas.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience for this position include analyzing quantitative and qualitative data, leading technical projects, and producing high quality comprehensive deliverables; managing IT projects, systems, and services to meet current and future business requirements.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
