Help
  • You will serve as a Procurement Analyst in the Contracting Division providing regional support to the Southwestern Division. You will be responsible for contracting oversight of District-wide initiatives performing duties such as:
  • Responsible for drafting, reviewing, recommending for approval and maintaining all district policies and procedures.
  • Provide guidance and assistance in the execution and administration of highly complex procurements for supplies, support services, construction and architect-engineering services.
  • Administer contracts for procurement of goods, systems, and services.
  • Function as subject matter expert and technical authority responsible for conducting comprehensive reviews.
  • Lead special acquisition initiatives and Process Development and Improvement Teams.
  • Formulate approaches to unusual procurement problems or issues.

  • This position is Army Acquisition, Technology and Logistics (AT and L) Workforce Position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement:
In accordance with the DoD Qualification Standard, the 1102 series has specific requirements for grades GS-05 through GS-13 grades. For the GS-12 you must meet one of the following:
  • Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)**TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION**--OR--
  • Current DoD employee, in any occupational series, and have served on or before September 30, 2000 in one of the following: 1) As a GS/equivalent 1102 position or Contracting officer position with authority to award or administer contracts above the SAT in any Federal agency --OR--
  • 2) As a Military member in comparable military occupational specialty.--OR--
  • One of the following exceptions: 1) An employee in the contingency contracting force and the educational requirement does not apply --OR-- 2) An individual appointed to a developmental position in a DoD approved Contracting Professional Developmental Program.

In addition to the education requirement, you must meet the required specialized experience: Specialized experience is defined as:1) providing Contracting oversight of complex acquisitions requiring adherence to procurement regulations AND 2) Providing technical advice to management on matters pertaining to contracting policies or procedures.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
