Summary

This position is for a Program Analyst located in the Business Operations Branch, Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM), National Science Foundation (NSF), Alexandria, VA.  The Business Operations Branch includes a Project Management Group (PMG) and a Resource Management and Coordination Section providing oversight and management across the DAS portfolio of projects, procurement initiatives and programs.

Duties

Help

The employee performs the following duties:

  • Performs data entry tasks into the NSF Financial System as required by the Section Head, Resource Management and Coordination Section.
  • Assists in the management and operations of the DAS budget by conducting analyses of financial conditions and practices and recommending solutions to problems.
  • Performs a variety of assignments in the areas of budget analysis, formulation, monitoring, financial management and reporting, in accordance with federal budgeting regulations, procedures, and methods.
  • Enhances tracking systems for monitoring expenditures of funds and report on the disposition of allocated funds.
  • Works with customers with diverse levels of knowledge and understanding of budgetary issues.
  • Prepares and presents projections for inclusion in budget submissions.
  • Creates financial reports and perform analysis of data and/or information in legacy, current, and future financial management systems, source documents, and physical files.
  • Reconciles financial discrepancies in Oracle Federal Financials (iTRAK) and the Enterprise Information System (EIS) by researching and correcting variance problems.
  • Assists with the development and execution of standardized and repeatable budget formulation processes by collecting and consolidating information from various tools for ranking and prioritization.
  • Interacts and confers with project managers, section heads, and subject matter experts in the areas of business operations, facilities operations, systems and services, and information dissemination to provide budget support to meet the Foundation’s operational needs.
  • Analyzes and monitors implementation and progress of DAS’ operating plan and keeps the Section Head, Resource Management and Coordination informed of potential problems regarding the execution of funds.

Qualifications

To qualify at GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal Service.  Examples of this experience include: planning, scheduling, budgeting and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; making sound recommendations on financial and budget matters while also providing or obtaining a variety of budget or financial services; demonstrating the ability to communicate effectively both orally and in writing to justify, defend, present and/or advise on budgetary processes, actions, and statuses.

In addition to meeting the competencies and the minimum requirements described above, this position has a selective factor(s).  Selective Factors are special qualification requirements that are essential in successfully preforming the duties of this job.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic on and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet 2 out of the 3 selective placement factors are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume.

The (SPF) Selective Placement Factor for this position: (1) Working in a Budget Office to support agency operations performing budget execution and formulation activities in support of the federal appropriations lifecycle; (2) conducting budget and performance monitoring using Oracle Federal Financials for contracts and investments; and (3) have expert software skills in Microsoft Excel.
