About the Position: Serves as a senior/lead Human Resources (HR) Specialist working in a Civilian Personnel Advisory Center (CPAC) exercising an expert level of knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented.

Duties

Help
  • Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
  • Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
  • Analyze methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.


Specialized Experience: One year of specialized experience which includes applying Civilian Personnel Human Resources staffing, recruitment, and placement practices to include 1) Advising hiring managers regarding recruitment strategies; 2) Creating vacancy announcements using human resources information systems; 3) Determining applicant qualifications and issuing referrals; 4) analyzing and resolving uncommon pay, recruitment, and placement issues; and 5) providing technical advice and quality control review to lower graded human resource specialists.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
