Summary

The biologist/chemist serves as the senior technical expert for formulation development in the WS program. As such, the incumbent has wide latitude in authority to provide interpretations of scientific data and to implement and/or modify studies to address the formulation needs of the WS program. The incumbent is also the point of contact for issues related to controlled release of drugs, toxicants, attractants and repellents being used or investigated by the WS program.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Studies and applies state-of-the-art technology for the development of formulations for the controlled release of pesticides, attractants, repellents, and drugs in a variety of matrices and environment.
  • Leads and/or participates in multidisciplinary teams to identify and evaluate target formulation performance parameters to achieve desired results.
  • Prepares small scale batches (< five Kg) of prototype formulations to evaluate performance under simulated target conditions.
  • Prepares medium sized batches of formulations (five to several hundreds of Kg) to support field evaluations of formulated products.
  • Reviews pertinent scientific literature to identify plausible research approaches.
  • Evaluates formulations under simulated and/or actual application conditions.
  • Maintains a high level of communication with the supervisor and study directors by providing data summaries and progress reports, and by organizing periodic information exchange meetings.
  • Participates in the creation of research plans and other planning documents which guide the future activities of formulations at NWRC.
  • Maintains an accurate and detailed laboratory notebook during all phases of work, and follows appropriate NWRC and Section SOPs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT:

  1. Degree:
    (0401) biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
    (1320) physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

    OR

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience with the development of formulated products for delivery of pesticides or veterinary drugs to wildlife in a variety of matrices and environments.
  • Experience with the evaluation of formulations under simulated and/or field conditions for the purposes of determining product stability and/or environmental fate.
  • Participation in multidisciplinary teams for the purposes of evaluating the efficacy of formulated products.
  • Experience using complex statistical tests to interpret and evaluate scientific data.
OR:

Equivalent combinations of education and experience are qualifying for this grade level.

  • This education must have been successfully completed and obtained from an accredited school, college, or university
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
