The Senior Advisor for Strategic Engagements, a member of the CISE leadership team, assists the CISE Assistant Director and Deputy Assistant Director in the formulation of the directorate’s goals, objectives, and priorities; the integration of scientific and technical priorities into effective policies, strategies, and programs; and the conduct of program planning, implementation, and evaluation, all in the context of growing strategic engagements with external partners at other agencies and in other sectors. The Senior Advisor for Strategic Engagements identifies, investigates, negotiates and evaluates strategic partnerships that are in line with CISE’s long-range goals. The Senior Advisor for Strategic Engagements responds to requests from potential partners, coordinates discussions between CISE technical subject matter experts and potential partners to assess partnership feasibility, works with key stakeholders within  the NSF to address legal and policy issues including drafting and executing Memoranda of Understanding, and manages the overall relationship with senior representatives of key strategic partners. The incumbent will need to consistently exercise independent judgment and discretion in matters of significance. In addition, the incumbent will participate in agency-wide efforts to strengthen internal communications, policies and tool development to facilitate creation and maintenance of partnerships.

Qualifications

Candidates must have a bachelor’s degree and a minimum of 5 years of experience in the areas of business development, strategic planning, and/or complex negotiations.

Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.

The position may also be filled on a Temporary or Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

You will need to successfully complete a background security investigation before you can be appointed into this position
