  • Technical Responsibilities: Develop, implement, and administer the Indian Health Service (IHS) cyber-security program which protects the information resources of the Agency in compliance with legislation, Executive Orders, Office of Management and Budget (OMB) directives, and other mandated requirements. Plan, manage, integrate, and coordinate budget formulation, presentation, and execution with respect to the Division of Information Security (DIS). Prepare staffing forecasts, analyze staffing requirements and utilization, and recommend strategies for changes inhuman capital for DIS. Plan and track tasks across DIS to ensure effective utilization of staff and other resources. Provide advice, briefing, assistance, and counsel to senior management throughout the IHS and prepares detailed organizational planning documents, position papers, action plans, etc. for dissemination within and outside IHS. Provides expert advice regarding Information Technology (IT) Security for Agency program objectives and operations utilizing knowledge of state of the art information systems, computer technologies, databases, telecommunication networks, software application languages, and IT security that supports key healthcare delivery processes.
  • Supervisory Responsibilities: Manage and provide direction to the supervisors and team lead subordinates. Coordinate the work tasks and activities of DIS staff in connection with technical design and support efforts across the IHS. Serve as a member of the Office of Information Technology (OIT) management team in establishing organization/work unit priorities and develops strategies to achieve multiple short- and long-term goals, including directing and monitoring work. Coordinate and monitor new IT projects with employees across functional boundaries within OIT.

The incumbent in this position is required to possess a Federal Acquisition Certification for Contracting Representatives Level II (FACCOR Level II) and Certified Information Systems Security Professional (CISSP) certifications from the start of employment. Failure to possess these certifications could lead to adverse actions, including termination.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:Serving in a supervisory leadership role in providing leadership and direction to assigned subordinate Federal staff; advises and makes recommendations to management on the effectiveness and efficiency of major Health Information Technology (HIT) activities; serves on technical advisory workgroups and other committees or teams that address security issues; responsible for producing draft documentation concerning IT security policy and procedure interpretation, technical writing, and other mandated requirements (e.g., Health Information Portability and Accountability Act, the Federal Privacy Act of 1974, the Patient Safety and Quality Improvement Act of 2005, etc.)

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

Relocation incentives may be authorized. At least a 6 month service agreement will be required.
