Duties

Help

Serves as Deputy Office Head and a member of the leadership team of the Office of Information and Resource Management (OIRM). The Deputy Office Head, OIRM partners with the Office Head in providing leadership and direction for human resources, information systems, and administrative services for the agency itself and the larger community of scientists, engineers, and educators, and is responsible for ensuring all organizations within OIRM work in partnership to support the NSF and its customers from an operational perspective.

The Deputy Office Head assists the Office Head, OIRM in serving as a focal point for promoting an agency-wide operational culture focused on consistently excellent business practices, innovative information technology, strong customer service orientation, and improved internal and external communications. In this leadership role, the incumbent must demonstrate an awareness of, and sensitivity to, the role of the Foundation in most effectively conducting its mission in support of science and engineering research and education. The Deputy Office Head assumes the Office Head role in the absence of the Office Head.

Qualifications

EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated ineligible

5. Building Coalitions.  Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit or private sector organizations, foreign governments, or international organizations to achieve common goals.

PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately.

Essential

1. Demonstrated experience in the successful management of diverse administrative programs critical to a Federal agency’s or similar organization’s mission, including two or more of the following: information technology, budget, human resources, financial management, records management, facilities, Privacy Act/FOIA, and emergency preparedness/COOP.

2. Senior-level administrative and policy experience involving information resource management, human resource management, and/or general administrative and logistic services in a multidisciplinary environment.

3. Demonstrated skill in successfully developing and implementing innovative agency-level management concepts and administrative initiatives based on the culture and mission of the organization.

4. Experience implementing major Administration, Congressional and/or private sector initiatives that impact the administrative operation and business processes of an organization, including factors that impact appropriations and human resources.

When responding to each of the P/T and E/M qualifications, you must clearly show that you possess the experience. knowledge, skills and ability to perform the duties of this position by submitting narrative responses that are clear, concise, emphasize your level of responsibilities, scope, complexities of the programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial (E/M) Qualifications (ECQs); but a narrative statement for each of the Professional/Technical (P/T) Qualifications is required.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service.  Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system.  Career appointees are eligible for bonuses based on performance in addition to base pay.  Competitive status is not required, veterans preference does not apply and there are no grade restrictions.  New appointees to the SES are required to serve a one-year probationary period.  

Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions.  These areas are incorporated in the five executive/managerial requirements for the position.  Information about the leadership requirements for SES-level positions is available on the OPM website.
