Duties

The Bureau for Resilience and Food Security, Program Office (RFS) leads USAID’s efforts to implement measurable solutions to sustainably reduce globalnhunger, poverty, malnutrition, and water insecurity. These goals provide the basis for sustainable, resilient gains that position our partner countries to achieve true self-reliance through investments in their own people and national potential.

As a Program Analyst, your duties will include the following:

  • Analyze long range programmatic issues related to the effectiveness of global and Washington-based operations in meeting program goals and objectives.
  • Contribute to long term budget formulation and planning for the Bureau for Resilience and Food Security’s centrally managed and USAID’s global portfolios of agriculture-led growth, resilience, nutrition and water security, sanitation and hygiene programs.
  • Develop outyear funding requests and plans for program and operation and expense account resources to support USAID programs at all levels of program operation.
  • Develop life cycle cost analyses for program operations and perform cost benefit analysis of current or projected programs.
  • Conduct cost benefit analysis to determine the potential benefits of automation as well as state of the art technical advances in order to improve the efficiency and effectiveness of highly complex program operations.
  • Research, design, and implement new methods for integrating performance, financial and strategic data in the long term budget planning process.

Qualifications

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of the federal budget formulation and justification process; (b) Experience developing and defending budgets for a federal agency and/or department; (c) ability to plan and conduct cost benefit analyses to produce recommendations to inform the development of budgets.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Comprehensive knowledge of the federal budget formulation and justification process, with specific experience developing budgets for U.S. foreign assistance programs; (b) ability to develop and defend budgets for a federal agency and/or department, with specific experience in developing and defending budgets; (c) Significant experience planning and conducting cost benefit analyses to produce recommendations to inform the development of federal budgets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
