Summary

This position serves as a Senior Executive, Chief Technology Officer and reports directly to the Executive Director, OEHRM. The incumbent functions with a broad level of latitude and independence. Work is evaluated on the basis of results achieved by OEHRM's IT systems and its impact on VA Wide Programs, Policies, Federal mandates and initiatives. The role of the CTO involves a detailed understanding of new and emerging technologies.

Duties

Help

The responsibilities include, but not limited to the following:

  • Provide all executive decisions with regards to the technological interests of a company, outlining the organization's technological vision, implementing technology strategies, and ensuring that the technological resources are aligned with the organization's business/security needs.
  • Design the technical vision to meet strategic goals and recommends the appropriate technology solutions to support the policies and directives issued by the Executive Director, OEHRM. Enables the Executive Director, OEHRM to merge the recommended technologies with the strategic business objectives of the organization.
  • Ensure compliance with Federal Enterprise Architecture (EA) principles and guidance. Assesses the current technologies/architectures in use and develops strategies and implementation plans on transitioning the systems portfolio to meet the EA targets.
  • Provide expert, high-level technical advice and counsel to Executive Director, Deputy Executive Director, OEHRM, other VA executives, stakeholders, and users on matters that affect or relate to current and existing IT functions and programs.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience in infrastructure and system modernization, legacy system integration, and health information technology product installation in Agency-level programs or equivalent with National Scope in an organizational setting.

TQ2: Demonstrated experience in information technology and expertise in a changing technological environment in Agency-level programs or equivalent with National Scope in an organizational setting.
