As an Marine Transportation Specialist in the Fellows Program, you will:
Assist in the development of new or substantially modified ship operations processes, resources estimates and utilization, intra and inter-program/project balances, and other related aspects of the organization's program/project which strongly influence or change the way objectives are achieved.
Assist in conducting studies and analyses of NDRF program objectives, policies, actual or potential problem areas, economic, and political trend impact situations, and other similar management concerns that interrelate and affect the ability of management to achieve a successful mission.
Assist in conducting conferences with representatives of cognizant NDRF program responsibilities to establish cooperative ship operations project relationships; present controversial and critical observations, findings, and recommendations for substantial changes in customary management operations, and deal with participating personnel and managers who are reluctant to agree with any of the employee's proposed corrective actions and other suggestions for improving future operations
Provide support to the MARAD Command Center during daily operations, national emergency exercises, and crises.
Collaborate with team members in developing assigned guidance criteria pertaining to NDRF and RRF requirements, research projects, procurement, training, maintenance, support, and costs.
The ideal candidate will serve as an entry level employee assigned to perform various duties as they relate to program management, engineering programs, and marine transportation operations.
You must be a U.S.Citizen and eligible for consideration.
Recipient of a BA from USMMA or one of the six SMAs in the last 3 years.
Participant of the Student Incentive Payment (SIP) program.
You must have a SIP service obligation that needs to be fulfilled.
You must have a U.S. Coast Guard (USCG) credential - valid or ever held.

CONDITIONS OF EMPLOYMENT:
SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

Qualifications

For the GS-05:
Successful completion of a full 4-year course of study to a bachelor's degree, in an accredited college or university in a field directly related to the position. (See the 'Education Requirements' section for reference.)
For the GS-7:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-05 grade level, which included:
Experience assisting in making contract awards for commercial ship berthing by developing technical requirements and evaluating offers.
Or on Education, you must have at least one full year of graduate-level education in a field directly related to the position OR superior academic achievement.
You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
For the GS-9:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included:
Experience assisting and providing guidance in making contract awards for commercial ship berthing by developing technical requirements and evaluating offers.
Or on Education, you must have a Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D., if related.
You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement.
