Help

The IIP Staff Associate for Evaluation and Assessment is a critical member of the IIP team. The incumbent shall assist IIP leadership in the formulation of the division’s program planning through the use of raw data, data analytics, and evaluation procedures. The incumbent prepares relevant analyses which provide a basis for major decisions in priority setting, program planning and internal management.

A. Evaluation and Assessment

• Lead the conceptualization, design, and implementation of innovative, robust, qualitative, quantitative, and mixed-methods approaches to evaluating IIP entrepreneurial education and technology translation programs. These evaluations may be conducted by NSF staff, consultants, or contractors.

• Provide assistance to IIP leadership in the development of short-term and longrange plans and policies for project, program, and portfolio/thematic evaluations.

• Determine the need for special studies to assess investment outcomes and impacts and provide guidance to professional staff in the management of such studies.

• Prepare, review, or process Office of Management and Budget (OMB) Paperwork Reduction Act (PRA) clearance packages.

• Respond to leadership requests as they arise.

B. Data Management and Evaluation Practices

• Serve on the ENG directorate-wide data analytics working group, to accomplish following:

  • Track data collection, data purchases, databases, data models, and linkages between datasets; 
  • Align and standardize data models; 
  • Standardize data reporting, interpretation and practices;
  • Improve data quality and develop data quality measures and practices, and
  • Oversee the execution of the data management policies and procedures.

• Ensure that evaluations and studies conducted by IIP meet high professional standards and NSF information needs. Oversees data collection and compilation efforts for high level external reporting.

• Work with other ENG Divisions and other NSF directorates to identify and disseminate innovative and best evaluation practices.

C. Representation and Communication

• Represent IIP before internal and external audiences: Communicate findings from studies, such as evaluations, to diverse audiences; this includes

  • preparing briefings and presenting to program management and senior leadership on findings, recommendations and lessons learned of strategic importance; 
  • planning, directing, coordinating and writing reports and briefs in collaboration with colleagues and Agency associates; 
  • giving presentations before external audiences, such as academic and professional audiences; and 
  • participating in interagency councils or similar collaborative activities across federal government agencies.

• Facilitate the use of evaluation findings by IIP program officers and IIP management.

Qualifications

Candidates must have a Ph.D. in a science field funded by NSF, plus, after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Experience in the evaluation of scientific research and education activities is preferred.

Effective oral and written communication skills are also highly desirable.

  5. In-depth knowledge and expertise in specialty areas of evaluation and assessment.
  6. Ability to compile, evaluate and present technical and scientific information.
