Duties

Help

Initiates and manages the preparation of sophisticated economic and financial analyses to provide the foundation for development and implementation of sound policies to promote US economic and financial objectives and interests in the region.

Provides highly sophisticated technical advice, initiates, and manages preparation of policy recommendations, position papers, briefing papers, Congressional testimony, speeches, etc. for the Secretary of the Treasury and other senior Treasury officials on exchange rate, banking, financial markets, investment, foreign trade, energy, multilateral and bilateral assistance, official debt, and related issues pertaining to developed and developing countries in the region, both individually and as a group.

Participates with other USG officials in interagency discussion and formulation of USG policy on a wide range of economic and financial issues relating to the developed and developing countries in the region (individually and as a group). The incumbent presents, defends, clarifies, and negotiates on behalf of the Treasury Department regarding those issues and countries and to shape the outcome of the interagency processes accordingly.

Represents the Treasury Department on a wide range of economic and financial issues at seminars, meetings, conferences, briefings and meetings with: officials of foreign governments; representatives of international financial institutions such as the International Monetary Fund and the multilateral development banks; representatives of commercial banks and other business and academic organizations; and with Congressional staff.

Maintains contact with representatives of other US Government agencies and international financial institutions on a wide range of policy issues concerning the developed and developing country economies in the region. The incumbent keeps Treasury Department officials informed of those agencies and institutions views and positions on issues concerning such economies.

Coordinates with the Assistant Secretary (International Affairs) and other senior Treasury officials and Office Directors, as appropriate, in the conduct of all duties and responsibilities relating to policy formulation and implementation.

The Director of the Office of Europe and Eurasia is responsible for managing the Office and supervising its staff of international economists, technical, clerical and administrative personnel.

Directs the work of all staff, ensure that they respond to the needs of senior Treasury officials, and is consistent with Departmental procedures and policies.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES) and are in addition to the specific mandatory technical qualifications listed below. ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building.

ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, political savvy, influencing/negotiating.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Expert knowledge of U.S. policy regarding economic and financial developments in Western Europe, Eastern Europe and the countries of the former Soviet Union, with particular expertise on the evolving financial and institutional structures of the euro area. Crucially important is proven experience working with other agencies in the U.S. government, foreign government counterparts and officials at international financial institutions, including the International Monetary Fund, the World Bank and the European Bank for Reconstruction and Development, to promulgate U.S. policy priorities in the region.  Extensive experience with issues of development and debt that are important to the countries of Central Asia is also important.

MTQ 2- Proven experience as an economist, who thinks creatively about the challenges confronting Europe and Eurasia, demonstrating the ability to obtain consensus under difficult, complex circumstances.  This includes the demonstrated ability to work with a wide variety of high level officials within and outside of Treasury, to effectively communicate the key issues to be addressed and the appropriate U.S. policy response to senior level officials, and to gain buy-in at cross-organizational levels towards a common goal.

MTQ 3- Demonstrated skill as a manager and mentor, maintaining and supporting a cooperative work environment and promoting team spirit. Recruiting, developing, maintaining human capital is a central part of the role, including providing clear goals for staff economists, coaching on both analytical technique and communication skills and advising on broader career development.
