Summary

This position is located in the Northeast (NEA), of the Agricultural Research Service, Foreign Disease Weed Science Research Unit (FDWSRU), Location Support Staff, on Ft. Detrick in Frederick, Maryland.

In this position, you will administer the Location's financial management activities which encompasses numerous accounting codes and subaccounts, different sources of funds, and unusual financial arrangements. You will provide a variety of clerical and timekeeping support.

Duties

Help
  • Operates the CRIS Allocation Tracking System (CATS) as the primary fund management and fund control means for the Management Units (MU) serviced.
  • Enters financial plans and transactional data into the system, manipulates data as may be required.
  • Reconciles CATS against accounting reports generated through Financial Management Modernization Initiative (FMMI) of the National Finance Center (NFC) verifying the completeness and accuracy of the accounting data.
  • Takes corrective action through zero adjustments (B2) transfers as required to tie-in to official Agency ledgers.
  • Computes salary projections and location specific other costs projections, often over multiple years, to provide guidance to scientists for grant proposal submissions.
  • Computes the salary lapse and generates reports using the prescribed formal Salary Automated Management Systems (SAMS) within Agency guidelines and provides advice to the fund manager?s regarding rules/regulations.
  • Assists fund managers in the budget formulation and development, including overhead costs, during the preparation of the Annual Resource Management Plan (ARMP) process.
  • Establishes projects and adjusts cost estimates for recurring charges.
  • Provides accounting and budgetary information for all location accounts, including special reports, monthly status of funds, and quarterly Unliquidated Open Items Summary reports quarterly.
  • Records information, sorts, organizes, and routes various documents, files, correspondence, reports, and other materials pertaining to the financial activities of the Administrative office at the location.
  • Serves as secondary timekeeper, preparing and transmitting employee time and attendance records using WebTA, a Departmental time and attendance system.
  • Monitors location leave error and analysis reports and takes corrective action as necessary to balance location records against NFC records.
  • Produces error-free documents, ensuring correct punctuation, spelling, capitalization, and grammar.

At the GS-05 Grade Level: Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with reviewing financial status reports to verify completeness and identify errors; using an automated tracking system to track financial data; and utilizing spreadsheet formula functions to develop spreadsheets and computer accounting data.
OR
Education: Successful completion of a full 4-year course of study above high school. Related degrees may include accounting, financial management, general business, public administration, and business administration.
OR
A combination of education and experience.
