Summary

This HRD Program Analyst is a position that includes development of strategies and tools for data retrieval, collection, analysis, and management responsibilities for all HRD programs. As a Data Analyst, the incumbent for this position will be expected to work with several HRD program teams to analyze and synthesize data collected using data-mining techniques, aiding the successful implementation of HRD programs.

Duties

Help

  • Serve as an analytical resource for characterizing the division portfolio and accessing critical program data and related information.  Develop and maintain program databases to provide reliability and improved utility. Responsibilities will include collecting information related to scientific topics (such as the expertise of the reviewers), writing codes to facilitate data searches, and maintaining program-specific data management systems. 
  • In coordination with other HRD staff, identify and collect data from external sources (such as websites, online resources, and published materials) that are relevant to the division’s programmatic goals, analyze this information, and provide reports on these analyses. Conduct trend analyses using internal and external data in support of HRD goals and objectives.  Maintain a repository for data sources related to the HRD portfolio.
  • Perform literature analyses of HRD-supported research products and assist in summarizing findings as they relate to the division portfolio’s scientific, technical, economic, or societal impacts.  In collaboration with HRD’s and other EHR divisions’ data scientists, compile publishable information on program portfolios and outcomes that inform expert assessment of the division’s investments.  
  • Work with HRD colleagues in developing codes for data retrieval, data querying, and the collection of information for the use of the division and in response to data calls form the OAD.
  • Conduct the necessary research to develop reports, studies, and analyses in response to internal (such as EHR OAD and other NSF units) and external inquiries (such as HRD stakeholders and/or Congress).  Subjects may include work directly supported in whole or in part by HRD programs or external topics relevant to the work of HRD that may advance the division’s efforts.
  • Collect and file historical budget data, merit review data, frequently requested information from stakeholders (including Congress), and other relevant information.
  • Develop a systematic approach for tracking ad monitoring program data and institute an in-house data monitoring system.
  • Lead and organize the collection and systematic graphic representation of data and information needed for COV reviews, and organize this information following established COV protocols.
  • Provide data and analysis in appropriate formats for presentations, speeches, and media content to be given by HRD management and program teams. Occasionally present data analyses on HRD programs in forums that may include investigator meetings, senior leadership discussions, and HRD stakeholder outreach events. Maintain sufficient understanding of HRD’s work in order to identify pertinent data, judge its relevance and validity, advise on its use by the division or directorate staff, and present findings to HRD communities.
  • In consultation with HRD program officers develop and maintain divisional outreach materials, such as paper and electronic brochures. Work with HRD and EHR communications staff to develop press releases and similar materials related to HRD programs and activities.
  • Develop data visualizations on divisional investments for use by HRD staff during meetings and events within NSF and with other agencies and the non-federal sector.

Qualifications

To qualify at the GS-9 level, you must have one of the following:
One year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is assisting in conducting analyses of data to present trends, projections, and/or predictions; utilizing multiple types of complex data management systems as well as use of standard data programming and data management languages e.g., Structured Query Language, SAS, Stata, R and/or Python and Excel’s data analysis and visualization tools; participating in the design and development of complex analyses by writing reproducible programming codes to facilitate program monitoring and evaluations of STEM Programs, OR:
Possess a master’s or equivalent graduate degree related to data science, data analytics, evaluation, or computer science. OR

Possess 2 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify for the GS-11 level, you must have one of the following:
One year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is assisting in conducting analyses of program or project outputs and outcomes to assess program and project efficiency and effectiveness using structured and unstructured data from Enterprise and other data management systems; using standard querying and other program languages such as SAS, Stata, R and/or Python and Excel’s data analysis and visualization tools to analyze trends, projections, and/or predictions and translate these in concise and easily understood visual representations; designing and developing complex analyses by writing reproducible programming codes for analysis of program impacts; and utilizing data management tools and computer languages to store, organize, maintain and utilize various types of data for conducting program monitoring and evaluations of STEM Programs.

OR

Possess a Ph.D. or equivalent doctoral degree data science, data analytics, evaluation, or computer science.  OR

Possess 3 full years of progressively higher level graduate education leading to such a degree.  OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-12 level, in addition to meeting the basic requirements, you must have one year of specialized experience equivalent to the GS-11 level in the Federal service.  Specialized experience is collecting, organizing, manipulating and analyzing data to assess program and project outputs to improve understanding of program outcomes; using standard querying tools; developing programming languages or writing codes to conduct complex analyses of outcomes and outputs that demonstrate the efficiency and effectiveness of science and engineering programs; using structured and unstructured data from Enterprise and other data management systems; using standard querying and other program languages such as SAS, Stata, R and/or Python and Excel’s data analysis and visualization tools to analyze trends and develop models for projections, and/or predictions; presenting information and trends in concise visual representations; collaborating with senior staff and team members in identifying new data analysis tools, software and systems to implementing approaches that ensure proper data management, and aligning with agency policies on data use and sharing.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.  

Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
