Summary

This position is located in the Office of Audits (OA). The OA conducts independent, objective audits, reviews, and other examinations of NASA and NASA contractor programs and projects to improve NASA operations and provides a broad range of professional audit and advisory services. Our work can extend into any part of NASA but we primarily focus on space operations, science and aeronautics research, mission support operations, financial management, and information technology management.

Duties include but are not limited to the following:

  • Plans, develops, and conducts broad and complex audits, evaluations, reviews and surveys that impact programs of national significance to NASA
  • Performs planning and research, evaluations, management reviews, studies and analyses to identify review findings
  • Devises new analytical techniques to evaluate findings
  • Presents findings and recommendations on complex issues impacting major programs
  • Integrates results of studies and analyses into comprehensive technical briefings, reports, and technical papers

Qualifications

For all grade levels, if you are found to meet the Basic Requirement and the minimum qualifications (i.e. specialized experience and/or education qualification requirements) below, you will be required to complete a USA Hire assessment battery (i.e., Assessment Questionnaire and Writing Assessment). In order to qualify for the Auditor position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

BASIC REQUIREMENTS: Applicants must meet one of the following.
A. Possess a bachelor's degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Possess at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. Your background must also include ONE of the following: 1) A certificate as Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2) Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

AND

FOR THE GS-13 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing ALL the following duties:

  • Planning audit programs and developing appropriate approaches for assessing business or operational programs and practices
  • Follow up with and assist organizations in completing corrective action plan items that resulted from performance/financial audits and/or program reviews
  • Developing and presenting findings, conclusions, and recommended actions for improvement to stakeholders via oral communication
  • Preparing written documents, in accordance with professional standards, including audit, policy analysis and/or performance evaluation reports that offer findings, conclusions, and recommended actions to the public that improve the efficiency and/or economy of programs and/or compliance with applicable laws, regulations, or guidelines

Positions will be filled in Johnson Space Center (Houston, TX), Goddard Space Center (Greenbelt, MD), and/or NASA OIG HQ (Washington, DC).

All candidates will be assigned to one of three of the following categories: Best Qualified, Well Qualified, or Qualified based on the results of the Online Occupational Questionnaire and the USA Hire assessment battery (i.e., Assessment Questionnaire and Writing Assessment). NOTE: All candidates in the Best Qualified category, which is the highest quality category, may be referred for consideration.
