The position is for a Management and Program Analyst (Data Analyst) located in the Division of Administrative Services (DAS), Office of Information and Resource Management, National Science Foundation.  DAS supports the day-to-day business of the agency by providing for the overall infrastructure, operating state-of-the-art conference and meeting facilities, and taking leadership roles in disseminating information about the Foundation's programs to the external community.

Duties

Help

Guides, manages, and implements data analysis techniques and procedures

The incumbent will also develop detailed plans for conducting or supporting the applicable range of analysis activities through collaboration with other analysts, managers, or colleagues to gather and analyze data (e.g., measures of effectiveness) to determine effectiveness, and provide reporting for follow-on activities as necessary.

  • Performs collection, processing, and/or analysis of a broad range of data related to operational performance, administrative services, customer service, and other targeted areas from NSF and DAS systems, including open source data collection via various online tools.
  • The incumbent examines data from multiple disparate sources with the goal of designing and implementing custom algorithms, workflow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes.
  • Provides guidance and interpretation of information to DAS leadership and other stakeholders.
  • Researches and develops opinions and serves as the technical expert on matters regarding data analysis for the Division.
  • Manages special projects of a highly complex nature, which may involve current priorities or challenges requiring immediate attention. Coordinates logistics for the collection and reporting of data, follows up with stakeholders, and identifies performance metrics based on data analyses.
  • Advises and collaborates with senior leadership and business units to develop and execute data analysis and reporting strategies that align with organizational goals and priorities.
  • Provides leadership and guidance to DAS’s data analysis community of practice; explaining goals and objectives and assisting the team in organizing to accomplish shared goals and participates in the work of the team.
  • Provides technical advice and assistance to staff on data analytics, performance measurement and metrics development, and adapting business practices based on analyses. Participates in the development and delivery of training programs in the principles of data analytics, organizational performance, and measuring effectiveness and efficiency of programs. 
  • Develops guidance and operating procedures for data analyses and responds to inquiries from OIRM or other Directorates/Offices regarding relevant data.

Analyzes complex or sensitive data to make policy recommendations and improve operational performance

Assists the DAS leadership team by providing analysis on complex and controversial or sensitive data to ensure consistency with applicable legal and policy requirements and ensures technical validity, compliance with regulations and guidelines, and operational effectiveness and efficiency.  The incumbent will use enterprise analytics, business intelligence, data analytics, and data visualization to develop strategies and metrics to inform DAS leadership and improve day-to-day operations.

  • Independently conducts highly complex operational and business planning for DAS leadership to determine resource utilization needs supported by data analytics.
  • Analyzes organization for productivity and efficiency gains and provides recommendations to management officials on the most effective resource mix, processes, etc. based on data analyses.
  • Analyzes data findings to develop recommendations and participates as a recognized expert in work groups and in making professional presentations on relevant subject areas. Organizes, arranges, and facilitates meetings to provide expert information and advice relating to data analyses.

Qualifications

To qualify at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of specialized experience include: creating data visualizations and investigating diverse data sets, such as workload, programmatic, and financial data, to discover underlying patterns and filter for targeted monitoring using statistical analytic methodologies; reviewing information to identify and interpret any patterns or useful trends in complex data sets; OR A master`s or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR A combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service.  Examples of specialized experience include: creating data visualizations; applying methodologies and processes for data standardization, records management, and knowledge management in order to develop and analyze data sets; investigating diverse data sets, such as workload, programmatic, and financial data, to discover underlying patterns and filter for targeted monitoring using statistical analytic methodologies; reviewing information to identify and interpret any patterns or useful trends in complex data sets; OR possess a Ph.D. or equivalent doctoral degree; OR possess 3 full years of progressively higher level graduate education leading to such a degree; OR possess a combination of post-high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: creating data visualizations; managing databases and reports to integrate information from a variety of sources, leveraging data analysis and visualization software; applying methodologies and processes for data standardization, records management, and knowledge management in order to develop and analyze data sets; investigating diverse data sets, such as workload, programmatic, and financial data, to discover underlying patterns and filter for targeted monitoring using statistical analytic methodologies; reviewing information to identify and interpret any patterns or useful trends in complex data sets.

Education

Education may be substituted for experience at the GS-9 and GS-11 grade level as described in “Qualifications."  No substitution of education for specialized experience may be made at GS-12 grade level.
