Summary

This position is for a Management and Program Analyst located in the Division of Administrative Services (DAS), Office of Information and Resource Management, National Science Foundation.  DAS supports the day-to-day business of the agency by providing for the overall infrastructure, operating state-of-the-art conference and meeting facilities, and taking leadership roles in disseminating information about the Foundation's programs to the external community.

Duties

Help

Performance Planning and Analysis

  • Serves as a technical advisor to the Director/Deputy Director and other DAS managers on planning, developing, organizing, and delivering DAS products and services in support of NSF mission activities. Identifies significant milestones and develops metrics to assess the quality and efficiency of DAS program activities. Develops performance plans, performance indicators, strategic management plans, project plans, and milestones to guide implementation of major DAS initiatives. Provides analytical expertise, and/or improves the efficiency and effectiveness of program and administrative operations. Conducts strategic planning activities and caries out annual strategy evaluation and provides support on initiative strategies. Prepares issue briefs, decision memos, technical guidance, and other associated analyses and information products to assist in effective Division decision-making related to strategy development and evaluation.
  • Leads development of formal, structured strategic and operational plans. Reviews organizational performance, the external environment, and available resources to recommend priorities to the Director/Deputy Director. Ensures that DAS organizational objectives are directly linked to goals and performance objectives embodied in the NSF Strategic Plan, support clients' missions and programs, and are consistent with DAS strategic priorities.
  • Develops and applies quantitative and qualitative criteria to assess the quality, effectiveness, and efficiency of DAS operations and services. Applies an understanding of DAS business drivers and organizational relationships to identify critical interrelationships and assess their impact on long and short term goals and objectives. Recommends new processes, systems, or policies to enhance organizational performance. Reviews resources deployed to support operations and recommends adjustments to optimize use of funds and staff.

Business Process

  • Ensures that plans, objectives, and reviews of program performance inform DAS policies and business processes. Develops or recommends changes to DAS policies and processes. Monitors compliance as appropriate. Advises the Director/Deputy on pending developments related to DAS programs and assesses the impact of external requirements such as laws, regulations, and executive orders. Ensures accurate and consistent interpretations of policy throughout the division. Reviews materials for adherence to federal/NSF policies and clearance processes that have policy implications (e.g., solicitations, management plans, presentations) and maintains liaison with other offices on policy changes and implementation.
  • Works with the DAS Director/Deputy Director and Branch Chiefs to ensure that administrative, operational, and program support work meet the needs, goals and objectives of stakeholders. Communicates clients' concerns and questions to the appropriate DAS group for resolution. Reviews current and proposed DAS operating policies, procedures, and workflow. Analyzes current and proposed programs to determine whether they are economically feasible and provide optimal support to clients. Identifies and recommends alternative solutions, new or revised business processes, or program adjustments to facilitate policy implementation if reviews indicate negative or unsustainable impacts. Develops and distributes communications to ensure consistent application of policies and procedures across the Division.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-13 level, an applicant must have one year of specialized experience equivalent to the GS-12 level in Federal Service. Examples of specialized experience include:  advising senior management on integrating data analytics programs and creating data visualizations; planning, scheduling, and conducting projects and studies to assess the effectiveness or efficiency of program operations; establishing criteria and reports or tools to measure or predict the attainment of program or organizational goals and objectives.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
