Summary

This position is located in the United States Dept. of Agriculture, Agricultural Research Service, Molecular Plant Pathology Laboratory in Beltsville, MD. The primary purpose of this position is to serve as the initial point-of-contact for all questions, information, and problem resolution in the areas of budget and accounting, agreements, travel, human resources, files management, correspondence preparation and control, time and attendance, office automation systems, and purchasing/procurement.

Duties

Help
  • Assists in program planning support work (e.g. research project coordination, travel documentation, budget coordination/ tracking, agreements, purchasing/procurement of supplies and equipment, and human resources administration).
  • Completes requests for personnel actions.
  • Assists with compiling expenditures reports based on previous year data.
  • Coordinates the processing of manuscripts and reports for public information.
  • Prepares travel as the technical resource to unit personnel to ensure adherence to travel regulation.
  • Produces a wide range of documents using a variety of office automation technologies.
  • Develops administrative processes to meet Unit needs (e.g. Administrative Office Procedures Handbook; manuscript and abstract tracking system; files maintenance, etc.).

At the GS-06 level:

Specialized Experience:Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying established guidelines involving program or administrative processes; assisting with office administration tasks including coordinating travel, ordering office supplies, and receiving leave requests; and using word processing programs to edit documents.

At the GS-07 level:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience interpreting and applying established guidelines involving program and administrative processes; performing office administration tasks including coordinating travel, ordering office supplies, and receiving leave requests; using word processing programs to edits documents; and coordinating events such as conferences, seminars, or training.

Applicants must be able to type at least 40 words per minute.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
