This position is in the Division of Social and Economic Sciences (SES) within the Directorate for Social, Behavioral, and Economic Sciences (SBE). The Division of Social and Economic Sciences seeks to enhance the understanding of individual, social and organizational behavior by creating and sustaining social science infrastructure, by supporting disciplinary and interdisciplinary research that advances knowledge in the social and economic sciences and by facilitating community building among scientists of all types. The employee in this position reports to the Division Director of SES and will primarily provide support for the activities and programs within the division. The position includes a wide spectrum of scientific research grants policy and process administration activities in support of the organization. In addition, the employee will provide support for reports, analyses and presentations regarding the research portfolio of the Division. These activities will involve day-to-day interactions with staff throughout the Division, Directorate, other Directorates, and with other Federal Government organizations. The employee will be expected to have knowledge of, and experience with, NSF activities regarding the Government Results Performance Act, Committee of Visitor processes, Federal Advisory Committee Act requirements, and NSF proposal and award management policies. The employee will also provide and support both in-reach and outreach activities of the Directorate.

Duties:

  • As requested by the Division Director, Deputy Division Director, or Program Directors in the Division, develops one-of-a-kind reports, studies, and analyses on scientific topics supported by the Division. This may include research activities and discussions that involve staff within the Division, Directorate, across NSF organizations, and with external organizations, both public and private. Access to information and data from a wide variety of sources may be required and these data may be confidential in nature. The ability to synthesize disparate information into coherent work products is essential. An advanced technical understanding of one or more of the SBE scientific disciplines may often be required to complete the work products.
  • As requested by the Division Director, Deputy Division Director, or Program Directors in SES, assists in the creation of presentations, including talking points, speeches, or presentation slides. Topics may cover various disciplines supported by the agency. Background information may often need to be gathered from sources within the Division, Directorate, the agency, or from other sources. An advanced technical understanding of one or more of the SBE scientific disciplines may often be required to complete the presentations.
  • Work with the Division Director, Deputy Division Director, and Program Directors in the Division to compile and present information on program portfolios and outcomes that inform expert assessment of the Division's programs. Results may be published and may be used at Advisory Committee meetings, Committees of Visitors meetings, cross­ directorate meetings, and other internal and external fora.
  • On behalf of the Division, participate in other NSF and interagency activities related to assessment and evaluation of programs in science and engineering research and education. This responsibility includes liaisons with, and contributions to, budgetary and reporting groups, as well other Federal R&D agencies. This includes sharing of best practices on results assessment and evaluation and maintaining awareness of related NSF activities, notably COV processes, statistical reporting, and program activities in science and technology policy.
  • Serve as a point of contact for research result highlight development for the SES division. Coordinate the development and submission of research highlights for all programs managed within SES. Work with the Division Director and Deputy Division Director on approval of the Directorate highlights. An understanding of the breadth of the research programs supported by the Division is required. An ability to take scientific concepts and make them understandable to a wide audience is also required.
  • Support and provide outreach activities for the Division, particularly to those programs at the intersections to the Division's research portfolio.
  • Assists the Division Director and Deputy Division Director in the oversight of Committee of Visitor processes, providing guidance to division and programs on results-oriented activities.
  • Draws on knowledge of program portfolios and results to assist in the merit review and award oversight processes as appropriate, particularly for the Division's multidisciplinary activities.

Qualifications

Candidates must have a Ph.D. in a Social Science; OR a Master’s Degree in a Social Science plus after award of the degree, two or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.
