Duties

Help

The duties include:

  • Supervises three Federal employees and provide oversight to a team of 8-10 contracted support personnel. 
  • Manages the agency’s e-business in the conference center serviced operations, researching and experimenting with new technologies, including audio and visual technology software purchase, installations and upgrades, room configurations and special diagram planning, facility improvements and space management and design. 
  • Studies program operations, provides administrative decisions, and determines the need for new program requirements, or new or improved guidance and policies for conference room use, and the use of information technologies in conference rooms, in the form of standard operating procedures or formal bulletins. 
  • Identifies and assesses customer needs, developing long and short-range plans to meet these needs in a cost-effective manner and overseeing the implementation and management of accepted solutions.  Advise the Branch Chief on trends, propose solutions to problems, and suggests improvements to business processes.  
  • Provides upper management with normal business reports, ad-hoc report requests, and emerging trends regarding the reservation system.
  • Develops metrics to assess program performance, develop other criteria to evaluate and measure effectiveness of program activities, and recommend improvements to section planning processes, performance and organizational effectiveness and efficiency. 
  • Identifies developmental and training needs of employees, providing or arranging for needed development and training to find ways to improve production or increase the quality of the conference services provided.
  • Oversees or prepares specifications and provisions for major contracts worth several million dollars over their lifetimes for conference and meeting support.
  • Participates in cross-section or directorate event planning with Program Directors, Administrative Officers, member of the science directorates, panelists and other special visitors to enhance program continuity and support for collaborative ventures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal service.  Examples of specialized experience include collecting and analyzing data, evaluating program activities, interpreting procurement and budget policies, understanding of basic contract administration, and the management of and coordination of logistical requirements associated with conference and events management at NSF.  Capable of managing as part of a team or individually of a conference room services operation, and/or a facility improvements and space management and design function. Work on plans for the acquisition of resources for a facility or conference.  Have experience with the videoconferencing program at an office or conference and assist with responsibility for handling contracts.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
