WHAT DOES A SENIOR PROGRAM ANALYST DO? As an Internal Revenue Agent (Senior Program Analyst) you will be responsible for a full range of Excise Tax examination programs, including program/policy development and implementation, and evaluation of examination programs that requires knowledge of excise tax compliance programs. You will provide coordination in the identification, development and resolution of technical examination issues related to industries and programs impacted by excise taxes.

As a Senior Program Analyst, you will:

  • Perform assignments that have significant impact on issues facing the Operating Unit. (i.e., Business Reviews, serving on task forces, study groups, establishing policy, and performing independent analyses of SB/SE examination operations).
  • Lead teams of Operating Unit managers/employees or study complex problems facing the Operating Unit functions. Coordinate input from activities, or identify new/modified methods of performing work that requires expert analytical skills.
  • Participate with cross-functional teams within the Operating Unit developing operating plans, Business Plan, and Business Review assessments and reports. Assists the Deputy Director by conducting studies/analyses to support operational reviews.
  • Analyze examination program areas to discern trends in program delivery, and consolidated report data to measure effectiveness in meeting baselines. Serve as the process-analysis expert and applies skills to local or Service-wide issues.
  • Provide technical advice and staff assistance to headquarters executives or analysts, field managers and employees in the assigned program area. Develop/prepare operating guidelines, instructions and material pertaining to assigned program.
  • Determine the need for, and scope of, analysis of national technical issues through a multitude of sources to identify trends, conditions, and events that warrant uniform review or modification of existing audit procedures.
  • Serve as a technical expert on SB/SE examination program guidelines/policies. Interpret, develop, adapt, and coordinate analytical reviews of new policies/procedures, or program requirements and the impact on Compliance operations and resources.
  • Advise and negotiate acceptance of conflicting issues with management in the formulation of Compliance policies. Apply and disseminate newly developed or revised policies and procedures for use in field operations.
  • Set nationwide program policy on development of issues, complex and unusual audit procedures, and for the solution of high impact problems. Prepare Audit Technique Guidelines, internal/external publications, reports, training sessions etc..

Qualifications

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS: (All grade levels): You must have a Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR
A combination of experience and education at an accredited college or university equivalent to a 4 year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR  A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. OR
Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year.

You must have the following professional accounting knowledge: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledges please refer to Internal Revenue Agent Basic Requirements. This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience 

In addition to the above, you must meet the requirements described below:

GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience that is defined as progressively responsible and diversified professional accounting or auditing work that required: Experience applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal excise tax liabilities and their adequacy for recording transactions affecting tax liabilities; Experience with Specialty Examination, specifically excise tax and applicable laws and regulations to provide oversight and direction during the compliance process. Interpreting and applying Federal tax law for business and/or exempt organizations, partnerships, and corporations; Experience with business and trade practices to develop excise tax issues based on analysis and evaluation of overall business operations and financial condition; Experience with corporate financial transactions and financial management principles and practices; and, Interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must have been at the GS-13level for 52 weeks (time-in-grade requirement).
