Summary

This position is in the Division of Human Resource Management, Office of Information and Resource Management, National Science Foundation. The incumbent provides strategic and technical human resource management expertise to a range of ongoing and ad hoc projects across all functions of the office, including the tailoring of human capital solutions to address specific directorate or office strategic needs. This position serves as the lead HR business partner to leaders across NSF.

The HR Officer (Chief Advisor):

  • Participates with the Division Director and Deputy Division Director in the development and implementation of a strategic planning process, including the assessment of division capabilities and performance, development of human resources goals and objectives, strategic plans, long range plans, operating plans, communications plans, and appropriate performance measures.
  • Ensures that human resources plans and goals are supportive of agency priorities and the NSF Strategic Plan.
  • Serves as the primary human resources business partner to NSF directorate and office leadership including advising on the identification of human capital needs, defining human capital solutions that span multiple HR functions, forming integrated HRM teams to complete projects associated with directorate or office human capital needs, and manage the overall customer relationship with directorate or office key stakeholders.
  • Leads agile project teams that integrate multiple human resources functions and capabilities including identifying required team capabilities, defining roles and responsibilities, identifying clear project outcomes, and managing implementation of the team’s project plan to meet critical human capital objectives or meet emerging challenges.
  • Manages the development and maintenance of NSF’s personnel manual including coordinating with appropriate subject-matter experts across the HR functions to develop, vet, and gain concurrence for new or updated HR policies that proactively address human capital and employment needs of NSF.
  • Conducts special studies and program evaluations - collects and analyzes information, selects appropriate methods, and prepares a report of findings and makes recommendations to HRM or OIRM managers that may serve as a basis for policy and/or operational decisions affecting OIRM and agency activities.
  • Maintains expertise in a wide range of issues of interest to HRM and to the Foundation; and keeps up-to-date concerning Federal policies, initiatives and practices, as well as other agency approaches and activities.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

This is a non-bargaining unit position.

Qualifications

To qualify at GS-15 level you must have one year of specialized experience at or equivalent to the GS-14-level in the Federal Service. Examples of specialized experience for this position include: working in two or more of the following HR areas: staffing and classification; compensation and leave; employee relations; labor relations; employee development and workforce planning; executive services; or human resources policy.

In addition to the required specialized experience, management is interested in candidates that may have experience with providing guidance to executive leaders on highly sensitive or complex problems and issues; leading studies and managing broad change initiatives that impact agency efforts; or served as the primary business unit contact and advised senior leaders on the development and implementation of human capital solutions that integrate multiple human resources functions.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

* Applicants must obtain their supervisor's approval to apply for any detail opportunity. * Any candidate selected for a detail will remain at his/her current grade and rate of pay. * This detail/temporary promotion is for a period of (120-days) and may be extended up to (one year) without further competition. * The detail/temporary promotion may be terminated at any time during this period. * Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade or equivalent.

Relocation Expenses will not be paid.
