Duties

This position serves as the Resource Management Officer for the United States Attorney's Office in the District of Southern Alabama. The incumbent will participate in the overall planning, managing and defining of a comprehensive administrative support program in the areas of finance, human resources and support services. The incumbent will supervise a subordinate staff of approximately two human resources technicians and three other senior administrative personnel. Typical assignments will include:

  • Supervises staff by planning the work to be accomplished, setting goals and priorities, and preparing schedules for completion of work.
  • Assists the Administrative Officer in developing and administering a personnel program that includes position classification, staffing and merit promotion, training and development, and employee relations.
  • Provides leadership in staffing and merit promotion activities to include analyzing projected manpower requirements and developing short and long-range plans to ensure the availability of well-qualified job candidates.
  • Oversees recruitment strategies, job analyses, the evaluation and interview of candidates.
  • Ensures that personnel actions comply with the principles of merit selection and promotion.
  • Oversees management-employee relations areas to include awards, performance management, benefits, and conduct and performance-based adverse actions.
  • Reviews and oversees budget formulation, development and execution throughout the fiscal year.
  • Oversees the administration of support services for the District in the areas of procurement, supply management, building and equipment maintenance, contracts, space management, property management, records storage and disposal, printing and reproduction, mail reception, and/or other miscellaneous support services.

  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.

Qualifications

GS-13: To be eligible at the GS-13 level, you must meet one full year of specialized experience as defined below.

Specialized Experience: One full year of specialized experience equivalent to the GS-12 level.
Specialized Experience is defined as: assisting in the development and administration of a federal civilian human resources program while providing comprehensive management advisory and technical services in regards to Federal Civilian Human Resources laws and regulations related to staffing and recruitment and one or more of the following areas: position classification, employee relations and performance management, compensation, or employee benefits.

Examples of specialized experience include: providing advice on recruitment strategies and retention programs; providing position management and classification services; providing advice/guidance on employee relations issues; managing an employee performance and recognition program; administering guidance on pay and leave; providing advice regarding employee benefits and retirement; and conducting research to solve complex human resources situations.

The preferred candidate would also have experience supervising professional staff in the areas of human resources, finance and other support services.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
