NOTE: This is a TERM appointment (not-to-exceed one (1) year & one (1) day). Term appointments are non-status, nonpermanent appointments of limited duration (more than one (1) year but not more than four (4)). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the four (4) year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Duties include, but may not be limited to the following:

Research and Analysis:

  • Performs research and analyses on automated data and provides analysis and advice on issues pertaining to the CeMHOR's use of those data; is responsible for data management and analysis within CeMHOR's mission and goals and ensure the continuation of health services research on mental illnesses, and the translation of that research into clinical practice in the VA.
  • Provides access to and use of information in the Austin Automation Center, the VA's Information Resource Center (VIREC), VISN-level data warehouses, national data warehouses and data marts and VistA databases; consults with investigators about VA data sources on current status and new developments in VA data systems related to CeMHOR research.
  • Identifies potential problem areas and/or deficiencies related to automated data or in CeMHOR's access to and use of secondary data; coordinates with other research team members to address problems/deficiencies and provide analysis and summarize findings.
Statistical Programming for Research:
  • Performs statistical programming (using SAS, MUMPS and other programming languages) for VA and other federally funded research projects and pilot projects, including extracting, managing and analyzing data from VA data sources.
  • Communicates with the Principal Investigator and other research scientists as well as analysts, and other project staff, applying principles of data management, research design and knowledge of the latest computer techniques applicable to health services research.
  • Contributes, as part of the research team, to professional papers published in scholarly journals; prepares reports, diagrams, charts, graphs and statistical analyses for research projects.


Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications

ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

Quality Ranking Factor: The (QRF) has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.
The quality ranking factor for this position is: "Having experience or training/education in the use of Databases for health sciences research; statistical programing and analysis; independent judgement and high degree of technical skills; providing expert consultation and analysis of complex issues pertaining to data sources and/or proficiency in the use of SAS 9.4 version is required knowledge."


SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience that equipped them with the knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience may include having knowledge of administrative practices and procedures pertaining to health services research protocols, including federal government regulations; understanding of databases for health services research, statistical programming and analyses for research, program evaluation and other related areas; applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to access to and use of data (for research purposes; HIPPAA and privacy policies regarding use of data, and Institutional Review Board procedures and regulations; use of qualitative and quantitative analytical techniques and computer programming skills; and having ability to communicate clearly and concisely, orally and in writing, with behavioral science, medical and research professionals.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess at least two (2) full years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
