Summary

The Science and Research Project Division (ST10), Marshall Space Flight Center (MSFC), is seeking a Project Manager to support NASA's Science Mission Directorate (SMD). Leads a diverse team of people and personalities to implement assigned projects. The projects may vary in size, scope, and content by fiscal year, and may include major mission concept studies. Manages complex astrophysics, planetary, heliophysics, earth science, and technology development projects and activities.

Duties

Help
  • Serves as the authoritative source for project objectives. Monitors contractors engaged in the project's work.
  • Designs, implements, coordinates, and maintains technical management functions such as resource analysis, technical management, systems engineering functions, safety and quality, schedule management, risk management, and configuration management.
  • Manages significant elements or phases of projects related to major agency functions, programs, or projects. Overcomes difficult and complex technical, project management, and organizational problems using innovative and original approaches.
  • Responsible for project and activity formulation, implementation, assembly, integration, test, operations/execution, maintenance, sustaining engineering planning, and closeout.
  • Manages, develops, and enhances mission concepts, proposal and project strategies, activities, deliverables, and provides Certification of Flight Readiness (CoFR) or equivalent for all flight hardware to be launched.
  • Develops broad resource requirements, policies, procedures, budgets, and operational schedules for assigned projects.
  • Manages and coordinates with other offices and customer organizations to establish content, cost, schedule of products, deliverables, services, and roles/responsibilities.

Qualifications

In addition to the basic education requirement, you must have one year of specialized experience equivalent to the next lower grade (GS-13) which has equipped you with the particular competencies needed to successfully perform the duties of the position
described above.

To qualify for the GS-14:

Specialized experience such as participating in the management of resources, procedures, budgets, and operational schedules for assigned projects across multiple organizations; participation in the development and submission of engineering project proposals; participation in projects, activities, or tasks resulting in the delivery of discrete products; participation in the execution of projects.

Degrees in engineering technology are not considered to be qualifying for this position.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus

This appointment may be extended beyond the initial appointment date, for a period not to exceed a total of six years.
