Duties

Help
  • Produces low code web map applications to visualize spatial data and non-spatial data to meet needs of ONRR work tasks and analysis.
  • Creates static map visualizations to answer specific questions about natural resource stewardship in response to requests from co-workers.
  • Designs and utilizes the GIS database including the integration of geospatial data and metadata from many sources into centralized geodatabase for the ONRR GIS program
  • Works with a diverse group of resources specialists, planners and managers to solve problems using GIS and spatial techniques.
  • Identifies opportunities to integrate GIS analytical techniques into existing agency functions for improved efficiency and understanding.

Qualifications

Eligibility Requirements:

In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:

  • Be a U.S. citizen;
  • Possess a qualifying associates, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.

At the GS-07 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: performing a series of sequential tasks/steps for predefined GIS operations involving one or more stages of map or web map making process (e.g. storing data in a spatial geodatabase, using Web App Builder or other similar web map making software, building simple cartographic representations for display).

OR

B. 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A degree in geospatial science or geospatial technology, geography or mapping is preferred.

OR

C. Superior academic achievement (based on: class standing in the upper third of the graduating class; 3.0 or higher recorded on the official transcript based on 4 years of education OR 3.5 or higher based on the final 2 years on the major of study; or membership in a national scholastic honor society.) Education may be in any field, but a degree in geospatial science or geospatial technology, geography or mapping is preferred.

OR

D. A combination of education and experience as listed in A & B above, such that the percentage of required experience plus the percentage of education equals 100%.

At the GS-09 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience creating low code basic web mapping applications for use in simple defined tasks; collecting spatial data with non-spatial data to store and retrieve in a database for access and analysis; synthesizing technical data and preparing map visuals; and explaining basic GIS principals to team members and coworkers.

OR

B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A degree in geospatial science or geospatial technology, geography or mapping is preferred.

OR

C. A Combination of education and experience as listed as in A & B above, such that the percentage of required experience plus the percentage of education equals 100%.

At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching geospatial data used to determine the value of natural resources and minerals; creating web based applications served from an enterprise GIS system for use in accomplishing various analytic tasks related to natural resource stewardship; assembling and storing spatial datasets from a variety of sources into a single geodatabase for subsequent access and use; preparing maps and reports with defensible conclusions; explaining technical minerals information and job-related skills to inform and educate staff and contacts external to the organization.

OR

B. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A degree in geospatial science or geospatial technology, geography or mapping is preferred

OR

C. A Combination of education and experience as listed in A & B above, such that the percentage of required experience plus the percentage of education equals 100%.

Telework Suitability:

The Office of Natural Resources Revenue has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisory approval, and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period. For Recent Grads:

Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.
