Help

The incumbent serves as a Senior Analyst for sharing of agency healthcare resources with Department of Defense. The incumbent's efforts have agency-wide and interagency implications, affecting agency policy decisions, budget plans, operations and procedures.

Major duties include:

  • Monitoring and evaluating projects during the lifecycle to ensure projects are on track and recommending changes or adjustments as needed.
  • Developing innovative approaches to increase the medical sharing program potentially involving sharing of medical resources, hospital construction, joint ventures, and other medical support activities with DoD.
  • Analyzing methods to improve VA's participation in DoD's TRICARE program. Assisting VA medical facilities and Veteran Integrated Service Networks (VISNs) with TRICARE participation, developing network provider agreements with TRICARE Managed Care Support Contractors, analyzing TRICARE reimbursement from DoD, and providing TRICARE training to VA Medical Centers (VAMCs).
  • Interpreting, developing, presenting, and monitoring for compliance those policies which promote interagency medical sharing. These policies are cost effective to the federal government and financially benefit for all VA medical facilities, enabling the agency to provide state of the art care for Veterans.
  • Contributing to the required (30 USC 5011) Annual Report to Congress which presents a status of major initiatives and accomplishments in Federal Resource Sharing Activities by presenting analysis and position papers for decision-makers.
  • Keeping abreast of current legislation affecting the organization and interpreting, developing and implementing TRICARE and legislative policy.
  • Serving on administration and staff office level working groups, committees and boards in support of the medical sharing programs such as TRICARE, VA/DoD Joint Incentive Fund JIF and Resource Sharing.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of healthcare delivery systems and the organizational structure including Joint Incentive Fund (JIF) and TRICARE, medical school affiliations, and community demographics; expert knowledge of program development for managing, identifying, evaluating, recommending and implementing program strategies; conducting research, analyzing statistics, formulating policy, preparing written documentation, developing briefings and presentations
  • Selective Placement Factor has been requested by the office to help determine which of the basically qualified applicants are likely to be better qualified for this position. Selective Placement Factors represent knowledge, skills, or abilities that are essential for successful job performance and cannot reasonably be acquired on the job during the period of orientation/training customary for the position. Selective Placement Factors will be used for qualification purposes. Applicants with no evidence of the Selective Placement Factor present in their Resume/OF-612 will be disqualified from consideration. The selective placement factors for this position is:
    • Must possess thorough knowledge of the Military Health System (MHS), VA/DoD Medical Sharing Program, and the DoD TRICARE Health Plan.
You will be rated on the following Competencies for this position:

  • Manages and Organizes Information:Ability to organize and coordinate multiple tasks and set priorities to meet established project deadlines.
  • Organizational Awareness:Knowledge of the general principles and management practices of the Veterans Health Administration.
  • Planning and Evaluating:Ability to understand, assimilate and interpret complex data and/or issues and to arrive at sound, logical and practical conclusions.
  • Written and Oral Communication: Ability to communicate effectively with all levels of the organization, as well as other government agencies, both orally and in writing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. Some walking and bending may be required to gain access to files. Occasional travel is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
