Major Duties:
Responsible for mentoring junior analysts and leading a range of project management activities which includes initiating, planning, executing, controlling and closing projects. These initiatives may represent one portion of a larger project or may represent a standalone initiative or function across the VA, within an administration, or a line of business.
Identifies sources for, gathers and analyzes data relevant to processes. May be responsible for defining data requirements and obtaining customer agreements.
Reviews production, quality, risk analyses, recommendations and best practice research prepared by less senior analysts/ consultants. Makes recommendations on appropriate solutions based on research, consultation, collaboration and insights; may select from alternatives presented.
Provide tactical direction and support for the collection, development and refinement of business requirements (epics/sub-epics/user stories) for information technology solutions using interviews, document analysis, iterative reviews, requirements' workshops, surveys, site visits, business process descriptions, use case scenarios, business analysis, task and workflow analysis.
Serve as the leading representative and SME on training, including defining the preferred training approaches and mechanisms and make recommendations for the development of training materials and delivery, as well as coordinate with VA lines of business to develop training strategies and plans.

Qualifications

You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience includes: experience in master data management, the use of artificial intelligence in data quality processes, and quantitative & qualitative processes to evaluate data reliability/trust; and experience in defining data requirements and obtains customer agreements and collects data from multiple data sources; and experience in using various illustrative and representational techniques like graphs and charts to help senior management with decision making; and experience discussing implications of the data results with upper-level management as it relates to the business strategy and leads the collaboration on projects across agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
