This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Environmental Assessment Section (EAS), in Jefferson, LA. The Environmental Assessment Section provides the scientific expertise to support the Gulf of Mexico OCS Region's National Environmental Policy Act (NEPA) requirements for oil and gas lease sales, Coastal Zone Management Act (CZMA) requirements, environmental consultation requirements, and the Environmental Studies Program.

At the full performance level (GS-13)the major duties of this position include, but are not limited to the following:

1. Serves as one of the Region's senior CZMA experts and coordinators. As such, is one of the Region's experts on environmental impact assessments and evaluation of activities conducted under the terms of an oil and gas leases, sulfur and salt lease, pipeline right-of-ways, marine minerals agreements, or renewables leases granted by the Bureau.
2. Serves as technical advisor to the Section Chief on CZMA, the Outer Continental Shelf Lands Act (OCSLA), and other appropriate laws and regulations.
3. Supports the development of procedures, guidance and program oversight for the Region's compliance with the requirement of CZMA, National Environmental Policy Act (NEPA), and other related environmental laws and regulations as they relate to permitted activities under a lease or permit.
4. Maintains liaison with Federal and State resource agencies for the purpose of ensuring their involvement in environmental reviews as appropriate.
5. Throughout development of CZMA and environmental documents, ensures quality control is maintained.
6. Takes the lead role in major, more complex projects; and works with staff regarding accurate interpretation and use of the scenarios and other information.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Planning, preparing, and/or reviewing environmental documents [e.g., Consistency Documents (CDs), Environmental Impact Statements (EISs), or Environmental Assessments (EAs)];
2. Recognizing data gaps and analytical inconsistencies in environmental documents and working with legal or subject matter experts to resolve issues;
3. Coordinating with or leading a team to develop and complete environmental documents, while meeting all due dates; and
4. Conducting Coastal Zone Management Act (CZMA) or National Environmental Policy Act (NEPA) evaluations and assessing environmental impacts (e.g. hurricanes, oil and gas, or coastal projects) within the marine and coastal environment as they relate to oil- and gas-related activities in the Gulf of Mexico Outer Continental Shelf.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. Knowledge and working experience of the CZMA and NEPA processes as they relate to offshore oil and gas activities, including procedures for consultation with public and other agencies.
  4. Written Communication: Ability to communicate effectively when requesting information from interdisciplinary teams and other senior scientists and managers. Ability to work with senior scientists and supervisor to present highly technical information that is relevant to decision-making and public disclosure in a clear and concise manner. Ability to present highly technical and complex information to Bureau senior officials in a clear and concise manner, often in urgent timeframes.
  5. Oral Communication: Ability to communicate effectively orally with staff, management, individuals from other agencies, and the public.
