Summary

The Security Specialist is responsible for the adjudication of the minor and no-issue suitability background investigation case files conducted by OPM at the Security and Investigation Center (SIC) located on the North Little Rock campus of the Central Arkansas Veterans Healthcare System. Works moderately independent in determining what has to be done and informs the Senior leadership of problems which cannot be resolved by the application of existing guidelines or standard procedures.

Help

Duties include, but are not limited to the following:

  • Responsible for the Department's nationwide adjudication of the minor and no-issue background investigation cases and finger print results involving VA employee Public Trust positions.
  • Maintains associated personnel suitability records.
  • Contacts subject(s) of investigation regarding inconclusive or derogatory information developed to resolve disputed information.
  • Document findings, make suitability determinations, and formulate case disposition recommendations for varies actions, including approval of employment, denial of employment, or retention in sensitive public trust positions.
  • Ensures that adjudicative reviews and determinations are accomplished in an accurate, thorough, appropriate, and efficient manner pursuant to the most current statutes and regulations governing personnel suitability.
  • Recommends or takes action on cases where the facts are not completely ascertained or where there is contradictory evidence that is incomplete or inconclusive.
  • Performs work concerned with the physical protection of documents, automation equipment and facility to protect them against espionage, sabotage, damage and theft.
  • Analyzes physical security situations with variations in the level of security required to protect VA employee and contractor personal information.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience for GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developmental assignments of moderate difficulty adjudicating, reviewing, analyzing and resolving security problems related to employment suitability issues and personnel security clearances. Knowledge of statues, regulations, and techniques applied to the adjudication of background investigations. Working with an electronic security database including preparing materials pertaining to personnel security background investigations.OR

Education for GS-7: To qualify based on education for this grade level you must have 1 full year of graduate level education; OR Superior Academic Achievement. (Transcript Required).OR

Combination of Experience and Education for GS-7: Applicants may also combine education and experience to qualify at this level.

Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: adjudicating, reviewing, analyzing and resolving security problems related to employment suitability issues and personnel security clearances. Knowledge of statues, regulations, and techniques applied to the adjudication of background investigations. Working with an electronic security database including preparing materials pertaining to personnel security background investigations, providing basic guidance to customers regarding personnel security process. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts required. Education cannot be credited without documentation. OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate school education and experience. NOTE: Transcripts required. Education cannot be credited without documentation. This is computed by: first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Transcripts required. Education cannot be credited without documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. Occasional fatigue may be experienced when working with automated equipment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
