Duties

Help

At the entry level of this position, you will:

  • Serve as an advisor responsible for the IT functions and solutions of the organization.
  • Manage IT initiatives that typically extend and apply to an entire organization or the major components of an organization
  • Monitor existing IT systems and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
  • Evaluate and recommend enhancements to efficiency of IT systems through modification and application of emergent technologies.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

You do not need a degree to qualify for this position.

Subject matter experts will evaluate the first three pages of your resume. You must have at least a year of full-time experience demonstrating accomplishment of the duties and competencies described below:

  • Knowledge of IT Principles: Understands and applies Information Technology/Information Management (IT/IM)  methods and best practices, including modern principles, concepts, methodologies, tools and technologies to provide advice and guidance on a wide range and variety of IT issues. Must have experience with IT principles within the last 3 years.
  • Application Development: Design, develop and implement new software applications to meet program needs. Modify, test, install, implement, and support applications. Advise stakeholders on the application development process.  Must have experience with application development within the last 3 years.

  • Analytical Ability: Approaches problems quantitatively and displays critical thinking and problem-solving abilities. Breaks down complex problems into component parts. Applies logic and deductive reasoning to make data-driven decisions. Works with customers to translate business requirements into IT/IM solutions.

  • Project Management: Plans and develops projects in a structured approach using a variety of skills and techniques appropriate to the size and complexity of the undertaking.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

You are being evaluated under the category rating method which means, if you are determined to be qualified, you will be placed into the ‘Best Qualified’, ‘Well Qualified’, or ‘Qualified’ category by Subject Matter Experts (SME) based on your knowledge and experience to the required competencies of this position. If you misrepresent your knowledge and experience in your application package, you will be excluded from consideration for this job.

Resume Review: The first three (3) pages of your resume are reviewed to determine if you meet the basic qualification requirements of this position.  Your resume must address the competencies listed in the Qualifications section.  If you meet basic qualification requirements, you will be invited to complete the practical assessment. 

NOTE:  We do not require a separate statement responding to the competencies, also referred to as Knowledges, Skills, and Abilities (KSAs).  However, your resume should clearly show possession of these competencies.

Written Practical Assessment: You will have 2-hour to complete a written practical assessment that is used to measure your depth of knowledge in relation to the required competencies for the position. This assessment is scored, and if you meet the qualifying score, you will have at least one qualifying phone interview with a SME.

Structured Phone Interview: You will meet with at least one SME to complete the structured phone interview. You're responses to the interview questions are scored to further assess whether your experience meets the required competencies for this position

Ranking and Referral: Veteran Preference will be applied to applicants who move forward after the qualifying phone interviews. The “Best Qualified” applicants will be issued to the Selecting Official by the Human Resources Office. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category. Based upon your category and score, you may be referred to the selecting official. If you are referred for consideration, you may be subject to additional assessments.
