Summary

This position is located at the Office of Accountability and Whistleblower Protection in Washington, DC.

The Deputy Director (Chief Design Officer), Information Systems Management (ISM), is responsible for the administration and direction of the ISM team. The Deputy Director serves as the first-line supervisor for management and program analysts (MPAs) who are responsible for supporting the management of information systems requirements.

Duties

Help

  • Identifies end-user needs for execution and transformation through research, including observation, interviews, surveys, analytics, and user testing.
  • Facilitates work sessions with product teams and users to define key design goals and requirements.
  • Defines requirements for user experience; leads teams to create and deliver high-quality digital experiences and artifacts (like user-experience patterns, wireframes, prototypes, and design systems).
  • Influences the overall strategic direction of the ISM by leading engagements and implementations on customer value.
  • Advises COD and OAWP leadership and teams on a variety of agile related topics including product management, design thinking (human centered design), lean, engineering culture, and DevOps.
  • Guides definitions of metrics, business drivers, and areas of strategic investment within the ISM portfolio.
  • Coaches and advises COD leadership to embrace the right mindset and become catalysts to digital culture change.
  • Defines and refines a governance approach that balances cohesion with a strong bias for team empowerment while anticipating and identifying systemic impediments and works with respective owners to resolve these for the smooth functioning of the ISM portfolio.
  • Leads development of wireframes, product backlog, user stories, and acceptance criteria for complex information system requirements.
  • Leads the implementation of digital technology solutions, complying to high quality and security standards.
  • Oversees the management of all project risks, project scope, project timelines, and issues with stakeholders involved.
  • Develops and implements agile processes integrated across all projects managed to ensure deliverables to stakeholders are achieved.
  • Leads a portfolio of products, services, and processes working among OAWP MPAs in close partnership with VA Office of Information & Technology teams.
  • Manages information systems lifecycle projects using agile and scrum methodologies combined with strong analytical and problem-solving skills paired with the ability to develop creative and efficient solutions.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/10/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a Gs-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: oversees the management of all project risks, project scope, project time-lines, and issues with stakeholders involved; collaborates with various stakeholders to manage digital and communications projects and actions; manages agency's extensive digital libraries on Microsoft Dynamics and shared drives, ensuring that documents are updated and accessible and appropriately secured; analyzes demand for ISM services and gaps ISM must fill as well as spots opportunities to improve processes; performs discretionary assessments that include evaluation of the planning, organization, staffing, management reporting, budget justification; and leads development of wire frames, product backlog, user stories, and acceptance criteria for complex information system requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:The work is primarily sedentary, although some slight physical effort may be required. Public speaking is required; therefore, employee must be able to travel. Travel within the organizational area may be required.
