Duties

The position is located in the U.S. Department of Education (ED), Federal Student Aid (FSA), Next Gen Program Office (NGPO). Next Gen is responsible for the identification, measuring and reporting of customer expectations and satisfaction with the federal financial aid services and products offered by Federal Student Aid.

The Program Specialist serves as the lead for the Next Generation Financial Services Environment (Next Gen) Customer Relationship Management (CRM) solution. The Program Specialist will support solutions that provide a single unified view of FSA’s customers and partners, to enable a world-class omni-channel customer experience tailored to the needs of each customer. The CRM solution will interface with other capabilities (e.g. digital platform, contact center technical backbone, and business process operations). In this role, the Program Specialist is responsible for working with business analysts, vendors, and FSA stakeholders to deploy the NextGen solution, including involvement with architecture, design, development, integration, and testing.

As a Program Specialist, you will perform the following duties:

  • Set the vision and identify standards for the development and integration of the contracted CRM solution.
  • Ensure vendors follow best practices when designing, developing, or documenting the CRM solution.
  • Perform ongoing CRM administration oversight (e.g. creating accounts, defining fields, updating reports, etc.).
  • Support CRM configuration changes such as field/page updates, workflows, and automated approvals.
  • Work with vendors to design and implement APIs to integrate the CRM with other FSA systems.
  • Ensure continuous improvement and the on-time delivery of enhancements to the CRM solution.
  • Identify risks and develops mitigation strategies.
  • Communicate and collaborate with other technical resources and stakeholders on project updates and technical issues.
  • Serve as the Contracting Officer’s Representative (COR) for the CRM work under contract, including providing technical direction to vendor staff and reviewing deliverables.
  • Work with the IT Project Manager and Information System Security Officer to ensure the CRM
    solution meets security requirements, including obtaining and maintaining an Authority to operate.
  • Research and keep current on CRM technologies and communicate trends and future needs from a business perspective.
  • Prepare and present briefings to senior management officials on complex and or controversial
    issues.

Qualifications

Specialized Experience: For the GS-14 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience must include performing the following three (3) duties or work assignments:

1. Experience in developing and interpreting strategies and policies governing the planning and delivery of services throughout the agency.

2. Experience in handling numerous projects and priorities using proven project management methodologies.

3. Demonstrated success with at least one CRM implementation/integration project such as Salesforce.

Specialized Experience: For the GS-13 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience must include performing the following three (3) duties or work assignments:

1. Experience in interpreting program data, develops proposed changes, and anticipates the effects and outcome.

2. Experience with creating accounts, defining fields, updating reports.

3. Demonstrated success with at least one CRM implementation/integration project such as Salesforce.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

  • Knowledge of project management methods and concepts.
  • Knowledge of the development strategies, advanced marketing and business practices, market evaluation techniques, customer relationship management practices, survey and measurement processes.
  • Knowledge of a variety of fields including strategic planning, programming, research and development, acquisition processes, economic analysis, matrix management, operations research and total quality management. Demonstrated success with at least one CRM implementation/integration project.
  • Knowledge of FSA administrative policies, regulations, precedents and planning, guidelines, and processes; knowledge of FSA program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments; knowledge of relationships with other ED programs impacting the agency’s goals and objectives.
  • Skill to logically, effectively and efficiently communicate verbally and written when preparing and presenting sensitive and potentially controversial material and recommendations to higher authority and other government agencies.

Time After Competitive Appointment:

2. Rating and Ranking

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
