Duties

Help
  • You will be the e-Business Application Services (eAPPs) point of contact (POC) and establish user accounts, providing user support and training, issuing policy related to eAPPs and maintain C400's Contract Divsion website content.
  • You will be the POC for the following systems to SPS, NECO, EDA, CPARS Focal Point (SysAdmin and Management of Program), FPDS-NG (including data pulls for others), CPAR POC (DMCA), CAFU POC, and FBO location administrator.
  • You will publish information and material to inform, clarify and explain regulatory and policy changes to ensure compliance to law, regulation, and policy.
  • You will review and disseminate Naval Sea Systems Command (NAVSEA) procurement policy and instructions, and updates to acquisition personnel.
  • You will in the capacity of auditing contract actions, uncover and report indicators or contract fraud, waste and abuse in accordance with Federal Acquisition Regulation, supplements, instructions, and PHNSY and IMF policy.
  • You will prepare and maintain a multitude of recurring procurements reports, such as the semiannual and quarterly reports for Undefinitized Contract Actions (UCAs), Request for Equitable Adjustments/Claims, Protests, and Terminations.
  • You will also prepare Ratifications of Unauthorized Commitments (UCs), DoD Data Quality Review/Data Improvement Plan (FPDS-NG Verification Validation (V,V); FAPIIS; Size Re-representations; CPARS; ORCA; FBO; EDA, SRS)), and Small Business Report.
  • You will coordinate periodic internal compliance reviews and report findings to Code 410.
  • You will research contract files for presence and absence of required documentation and requisite quality, interviews acquisition personnel and write findings and recommendations for incorporation into the final PSP response to NAVSEA.
  • You will conduct and/or coordinate informal training with Contracts Division personnel where analysis indicates negative trends.
  • You will keep current with NAVSEA instructions and guidance regarding the Procurement Surveillance Program (PSP).

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level 2. If you are not certified you must achieve certification within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting actions and evaluating procurement policy and procedures in order to acquire equipment and supplies to support shipyard operations.

Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
