You will:

  • Review regional and state environmental enforcement programs by analyzing the performance and providing advice, guidance and recommendations on implementation issues and corrective actions.
  • Serve as a liaison in communicating, negotiating and coordinating program policies, program activities and data collection with a variety of stakeholders.
  • Analyze and review environmental compliance and enforcement guidance, policy and program documentation and serve as a programmatic expert on air emission programs associated with stationary sources; on water media programs focused both on effluent management and drinking water delivery; and on hazardous waste programs focused on the generation, treatment and disposal of hazardous waste.
  • Oversee responsible contracts and grants, ensuring Agency contract and grants management policies and federal regulations are followed.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as implementing compliance or enforcement programs; providing technical advice on environmental activities; and evaluating an organization’s compliance activities regarding environmental statutes or regulations.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:  

  • Knowledge of regional and state environmental enforcement programs.
  • Skill in analyzing procedures, metrics and policies and to recommend, as appropriate, revisions to improve environmental enforcement.
  • Skill in oral communications with a diversified workforce for preparing, briefing, negotiating and facilitating work projects via presentations or video.
  • Skill in written communications with personnel of various environmental protection, scientific, administrative and technical personnel for briefing and completing projects.
  • Skill in analyzing and evaluating data that is complex and from manual management systems to perform a variety of activities.
  • Ability to coordinate and evaluate programs, projects or other activities.
  • Knowledge of contracts and grants laws and operational procedures to ensure policies and Federal regulations are followed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
