The supervisory program manager serves as the supervisor of the Countries and Regional Affairs Cluster and has responsibility for the planning and administration of activities focused on: 1)providing expert advice to NSF leadership, management, and employees on issues at the intersection of scientific research and foreign policy. 2)promoting international research collaboration and 3)educating the next generation of US scientist and engineers by providing opportunities for international cooperation and Specific Duties include:

International Affairs
The supervisory program manager contributes to the collection, analysis and dissemination of information on foreign science and technology investments and policy. The incumbent maintains awareness of developments in foreign research and the associated policy implications. He/she also identifies opportunities for U.S. researchers to engage in cooperative work with foreign laboratories and scientific institutions. Specifically, he/she analyzes information on foreign research and technological developments using professional networks and special expertise and knowledge. The manager uses expert judgement to select significant material to provide perspective for policymakers. The program manager contributes to the preparation of internal and external communications, with original observations on how overseas events may impact the U.S. scientific and engineering communities.

As appropriate, the manager interacts with foreign government officials and science officers at U.S. Embassies. He/she contributes to the establishment of activities that take advantage of the scientific strengths of the cooperating countries. Additionally, he/she helps oversee the coordination of Agreements or Memoranda of Understanding, as appropriate, to ensure the interests of the U.S. science community and the government are properly served. The manager contributes to the writing of policy documents, analytic products, and program announcements or solicitations. The manager advises NSF management and leadership about policy and  

The incumbent will be required to attend regular meetings with other government agencies (i.e., Office of Science and Technology Policy, Department of State, etc.) where classified information on foreign policy, investments, and intelligence assessments will be discussed. In addition, the incumbent must be able to access classified documents (i.e., reports, cables, etc.) to maintain situational awareness of the evolving geopolitical landscape. This information is critical in ensuring the Foundation’s activities are integrated with the rest of the U.S. Government.

Program Planning and Direction
The supervisory program manager, in coordination with Office leadership, prepares and recommends annual and long-range  budgets  and plans. The manager makes recommendations about changes in the scope or thrust of Office activities considering changes in U.S. science and foreign policy, changing interests in research communities, and international opportunities. The manager helps prepare briefing materials for budget hearings, negotiations, and discussions, or in response to requests from Office leadership. The manager represents NSF on interagency groups and inter-governmental  organizations. The manager assists and participates in discussions and negotiations with officials from other U.S. agencies and foreign governments; keeps abreast of changes in U.S. science policy and foreign policy (such as those related to issues of technology transfer and export controls); monitors trends and developments within the scientific and official communities of foreign countries that may affect international  scientific  cooperation; acquires or deepens understanding to and appreciation for, the history, language, and culture of our foreign partners with who we cooperated; and develops and maintains  expertise in science policy.

Proposal Review and Evaluations
The program manager contributes to the establishment or modification of projects and programs to meet Foundation and Office objectives; keeps in regular contact with foreign counterparts; oversees the evaluation of proposals and the associated recommendations for awards or declinations. In addition, he/she consults with other NSF scientific staff to establish mechanisms for international science cooperation. The manager ensures programmatic decisions account for considerations such as the impact of the proposed work on the scientific community, institutions abroad, and the compatibly of the proposal with U.S. foreign policy and U.S. science policy objectives..

Supervisory Duties
The incumbent is responsible for supervising a staff of approximately five Countries and Regional Affairs Cluster employees and is responsible for: assigning and reviewing work assignments, performance management, training and development, setting priorities, furthering EEO goals, etc.

The incumbent must be able to obtain and maintain a SECRET clearance.

Qualifications

Candidates must have a Ph.D. in any field of science related to the work performed at NSF, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in any field of science related to the work performed at NSF, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

AND

For positions within the Office of International Science and Engineering, substantive experience working with representatives from foreign governments, international organizations or in diplomatic positions on behalf of the United States Government is required.

This position is outside the competitive civil service.
